Building strong, modern all-people national defence is a strategic line and a new development identified in the Resolution of the 14th National Party Congress. Tuyen Quang province has been implementing this line through synchronised measures suited to its particularities, thereby making contributions to Fatherland construction and protection in the new era.
Clearly aware of its strategic position in terms of defence, security, and foreign affairs, over the years, party committees, authorities, and ethnic groups of Tuyen Quang province have synchronously adopted solutions for fostering socio-economic development, strengthening defence and security, and building strong all-people national defence in terms of potential, force, and posture. As a result, awareness and a sense of responsibility of cadres, party members, and the entire population regarding Fatherland protection have been raised. Economic development has been closely, effectively combined with defence, security, and foreign affairs. The provincial armed forces have been built to be adept, compact, and strong, with high overall quality and combat readiness; “posture of people’s hearts and minds” has been consolidated to contribute to safeguarding the northern frontier of the Fatherland.

At present, more demanding requirements are being imposed on Fatherland construction and protection. Meanwhile, the province’s starting point is low; the people are confronted with many difficulties in their life; hostile forces continue intensifying their sabotage efforts and seeking to “depoliticise” our Military and divide our great national unity; rural security and border security face many complex factors. Administrative boundary adjustments and the adoption of a two-tier local government system also pose many new issues for local military and defence work. Against that backdrop, the province has determined to continue grasping and implementing measures for building strong, modern all-people national defence according to the Resolution of the 14th National Party Congress, creating a foundation for a stable environment and breakthrough development.
To achieve this goal, first of all, the province strengthens the leadership of party committees and improves the effectiveness and efficiency of management of authorities at all levels over military and defence work, the building of strong, modern all-people national defence, and the development of an increasingly firm “posture of people’s hearts and minds”. Closely following higher-level directives, the Provincial Military Party Committee and the Provincial Military Command (PMC) continue working with relevant agencies to assist the Provincial Party Committee, the Provincial People’s Council, and the Provincial People’s Committee in leading and directing departments, sectors, and localities to grasp resolutions and directives of the Party and State on building strong, modern all-people national defence and the posture of all-people national defence associated with people’s security and the posture of people’s security. On that basis, resolutions, directives, and projects on military and defence work and the building of defensive zones are reviewed, adjusted, supplemented, and completed in accordance with the province’s characteristics. Within these documents, leadership and management methods of all-level party committees and authorities in military and defence work as well as the functions and tasks of each level and sector, and the responsibility of the entire population in building all-people national defence are clearly identified. The province focuses on leading and directing its localities to effectively implement policies and measures to continue perfecting, arranging, and innovating the political system’s apparatus, promoting the effectiveness of the two-tier local government model in leadership, direction, and state management of defence and security, thereby laying a solid foundation for building strong, modern all-people national defence.
In practice, the building of strong, modern all-people national defence requires comprehensive goals and considerable resources. Hence, the PMC continues to advise the province to promote information and political education work and improve the quality of defence and security education for cadres, party members, and people from all walks of life, especially key officials in the political system, religious dignitaries, and citizens in border areas, with a view to raising their awareness and sense of responsibility for Fatherland protection in the new situation and effectively combating hostile forces’ sabotage activities right at grass-roots level. At the same time, policies on ethnicity and religion, gratitude activities, the movement “All people unite to build cultural life in residential areas”, and the campaign “All people unite to build new-style rural areas and civilised urban areas” are well carried out. Efforts are made to innovate and improve the operations of the Fatherland Front at all levels, promote democracy, thoroughly resolve issues right at grass-roots level, and create high consensus between party committees, authorities, and the people in realising lines and policies of the Party and State, thus building a firm “posture of people’s hearts and minds”.

After the merger, Tuyen Quang has new development space and potential, serving as the revolutionary base, “Capital of the Resistance”, and “frontier borderland of the Fatherland”. To meet its task requirements, the province continues to link socio-economic development with defence and security consolidation, while transforming potential into strength to building strong, modern all-people national defence. In this regard, the Resolution of the 1st Tuyen Quang Provincial Party Congress (2026 - 2030 tenure) identifies the acceleration of re-organisation of development space in line with new administrative units, based on five pillars with high dual-use characteristics to serve both socio-economic development and defence and security when necessary. Accordingly, while actively mobilising and integrating resources and accelerating projects such as Tuyen Quang - Ha Giang - Thanh Thuy International Border Gate expressway, provincial roads, roads connecting Hanoi - Lao Cai expressway with Ha Giang, and rural transport systems to villages and hamlets, the province continues to review and adjust policies to attract investment in key economic sectors, with priority given to deep-processing industries under the project “Building Tuyen Quang into a high-tech forestry zone and a centre for wood production and processing”. It promotes the restructuring of the rural economy towards a green, ecological, circular model along value chains, with a focus on “One Commune One Product - OCOP” programme, increasing natural forest coverage, creating sustainable livelihoods for locals.
To ensure that each step of socio-economic development is a step forward in strengthening defence potential and posture, the PMC plays a core role in appraising and supervising socio-economic development plans and projects, especially foreign-invested ones and those in key defence and security areas. It focuses on reviewing and completing the planning of defence land use for the period of 2026 - 2030, adjusting and supplementing the master plan for defence disposition combined with socio-economic development for the period of 2026 - 2030, with a vision to 2050, planning and adjusting population distribution, moving citizens to border areas, and building residential clusters adjacent to border militia posts and border guard stations for the 2026 - 2030 period. It surveys, plans, and strictly manages dual-use industrial facilities and technical means of the economy, maintaining readiness to convert defence potential into defence strength, ensuring that plans to transform localities from peacetime to wartime are scientific and highly feasible. In addition, it works with departments and sectors to advise the Provincial People’s Committee on mobilising resources for building military posture appropriate to defensive combat plans at all levels and consolidating the existing military works, cave systems, and terrain of tactical value in a close, systematic manner right at grass-roots level.

Building strong, modern all-people national defence is the cause of the entire political system and the whole people, with the armed forces playing the core role. Therefore, the province continues to build adept, compact, strong, modern armed forces, with a reasonable structure, high overall quality and combat readiness, capable of playing a core role in carrying out local military and defence tasks. Building on its achieved results and experience, the province continues to strictly implement resolutions and decisions of the Central Military Commission, the Ministry of National Defence, and Military Region 2 on the organisation of local military agencies. It concentrates on comprehensively assessing and arranging positions according to the new organisational structure, with priority given to commune-level military commands and combat-readiness units. The system of duties, tasks, working relationships, and working regulations for each position in agencies and units is reviewed, supplemented, and perfected to ensure smooth and effective operation. It also steps up the implementation of the project on organisation, training, operation, and policies and entitlements for the militia and self-defence force in the 2026 -2030 period. Attention is paid to adjusting plans to expand the militia and self-defence force and mobilise reserve personnel and means in defence states in line with the tasks of each locality.
The PMC continues to direct its units and agencies to realise “three breakthroughs”1 and improve the comprehensive capacity of cadres at all levels, especially those working in regional defence and commune-level military commands. Besides, consideration is given to developing, adjusting, completing, and practising operational projects and coordination plans between military and police forces under the Government’s Decree 03/2019/ND-CP, dated 5 September 2019, in a strict and compliant manner.
Alongside the above measures, the provincial armed forces continue to promote the movement “the Military joins hands in building new-style rural areas” in tandem with building combat villages and communes and clusters of combat villages and communes within defensive zones. Due regard is paid to strengthening and expanding external relations and cooperation with Yunnan and Guangxi provinces (China), building a border of peace, stability, and development, contributing to building strong, modern all-people national defence and meeting the requirements of Fatherland construction and protection in the new situation.
