The 14th National Party Congress Resolution determines to “closely and harmoniously combine socio-economic and cultural development, and environmental protection with the strengthening of national defence and security, and the enhancement of foreign affairs and international integration”. Grasping and implementing this policy, Quang Tri province has deployed drastic and synchronous solutions, contributing to building and firmly safeguarding the Fatherland in the new situation.
As a central coastal province, serving as a bridge of the country's two regions, bordering some provinces of Laos, Quang Tri holds a crucial position in terms of politics, economy, national defence, security, and foreign affairs of the country. This is also “the special land” with a rich tradition of revolution – the “Heroic land of fire”. After the mergence, Quang Tri is facing both new chances and challenges with the development space extended from the mainland to the sea and islands, and the natural area among the top 10 largest provinces and cities in the country, which is the solid foundation to unlock resources, unleash potential, and fully promote the advantages and traditional values of the heroic land and people. Besides, the development strategy and orientation to 2030, vision to 2050 is clearly defined in all plans of the Province; the strategic transport infrastructure and regional connectivity are more clearly shaped, which is the crucial foundation for the Province to boost socio-economic and cultural development, strengthen national defence and security, enhance foreign affairs efficiency, build position and strength, leading the nation into a new era of development.

However, the current context poses new challenges and high demands, requiring the Party Committees, governments, armed forces and the people in the Province to continue to stay united, making every effort to gain faster, higher, and more sustainable development in the forthcoming years. Therefore, the Province has paid attention to leading and directing all levels, sectors and regions to successfully complete the goals defined in the Resolution of the 1st Party Committee Congress (2025-2030 tenure), focusing on the building of pure and comprehensively strong Party and political system; fast and sustainable economic development; implementation of key areas, renovation, creativity, digital transformation, scientific-technological development, and the proper exploitation of potential and advantages for the goal of socio-economic development, etc. assuring the defence, security, social order and safety. By 2030, the Province will have had 100% communes, wards and special regions be comprehensively strengthened in defence; built 100% ward police to be exemplary and typical in security and order; reduced by 5% of the public order crimes.
Turning its determination into actions, the Province has intensely brought into play the people’s strength to build the great national unity and solid people’s hearts and minds posture; strengthened the defence, security, frequently promoted the foreign affairs and international integration; closely combined the economic development with enhancing the defence and security, maintaining the politics, social order and security, firmly protecting the sovereignty over seas and islands, and building the peaceful, stable, friendly and sustainable borders with several main solutions as follows:
Firstly, enhancing the leadership and direction by all-level party committees, party organizations; improving the efficiency and effectiveness in the state management of defence and security. The Province intensely leads and directs all-level party committees and party organisations to continue to thoroughly grasp and concretise the guidelines of the Party, policies and law of the State, documents and instructions of the Central Military Commission, the Ministry of National Defence, especially the 14th National Party Congress Resolution on closely combining the socio-economic and cultural development with strengthening the defence, security and foreign affairs into specific targets, contents and solutions, making them suitable to the reality of the areas.
On this basis, the Province continues to review, complete, issue and effectively implement all legal documents on defence and security, socio-economic and cultural development; direct the building of the all-people national defence and people’s security, the all-people national defence posture combined with the people’s security posture, the solid “people’s hearts and minds” posture and firm defensive zones; build the national defence and security mobilisation plan, assuring that all defence and security activities combined with the socio-economic and cultural development are implemented synchronously, consistently and effectively. Particularly, the Province pays attention to improving the state management of defence and security, strictly appraising all projects and plans on the socio-economic and cultural development, especially the ones on key areas including coastal areas, border gates, mountainous areas, etc., at the same time, enhancing the inspection and supervision of the task execution of all levels, agencies and forces in order to timely remove any difficulties, obstacles and bottlenecks in the socio-economic and cultural development combined with the enhancement of defence, security and foreign affairs within areas in borders, seas, islands and other major regions.

Secondly, promoting the socio-economic and cultural development, creating a foundation to build the strong defence and security potential. To achieve the above goals and vision, Quang Tri divides the development space into 3 economic corridors: the North - South economic corridor connected to the North – South expressway in the East, National highway 1A, coastal lines and national railway, which serves as the central economic axis; the North - South economic corridor supporting the West connected to the western part of the Ho Chi Minh Trail, which develops forest economy, renewable energy, and ensures the national defence and security; the Trans-Asian East - West economic corridor with the Dong Ha – Lao Bao, Cha Lo, and La Lay – My Thuy axes, which promotes logistics, goods transshipment, expanded cooperation, and international integration.
Based on the economic development, the Province intensely build the solid defence and security potential, focusing resources on building dual-use urban infrastructure, traffic, healthcare, telecommunication, etc. which could both meet the civilian needs and the defence and security requirements; build structures of civilian defence, preventing natural disasters, adapting to the climate change and rising sea level. The Province also builds border residential areas; improves the working effectiveness of defence-economic units, provides living support, helps to eradicate hunger and alleviate poverty sustainably for ethnic minority groups in remote and mountainous areas, borders, seas and islands, etc. The Province especially pays attention to building the Project on “Developing the Con Co special region with strong economy and robust defence and security”, contributing to firmly reinforcing the defence and security posture through borders and key regions of the Province.
Together, the Province promotes the propaganda and education for cadres, party members and people on the heroic struggle tradition of the “Heroic land of fire”, and the tasks of defence, security and foreign affairs, contributing to raising the awareness and responsibility for performing the task of building and safeguarding the Fatherland; continues to preserve and bring into play the fine cultural values and traditions of the ethnic minority groups combined with developing the sustainable tourism, enhancing the people's cultural enjoyment and spiritual life, arousing the internal strength, creating the foundation for strengthening the defence and security right in the local areas and grassroots levels.

Thirdly, building the armed forces with the high overall quality and combat readiness capability. Thoroughly grasping the 14th National Party Congress Resolution on building the revolutionary, regular, highly skilled and modernised People’s Army and People’s Police, the Province continuously directs all levels, agencies and forces to build the armed forces strong in politics, ideology, morality, organisation and staff, with high general quality and combat readiness capability to effectively handle all defence and security issues without any strategic surprises in all situations; continues to consolidate, restructure, and improve the activity quality of the communal military commands; effectively implements the Project on “Building the permanent maritime militia squadrons to participate in protecting sovereignty over seas and islands”; builds the strong and high-quality reserve forces, strong and widespread self-defence militia forces, with high military and professional skills; builds the police in the motto of “provinces to be comprehensive, communes to be strong and close to the grassroots”.
The Province also strengthens the situational awareness and effectively combats crimes, especially the high-tech, drug-related, and transnational crimes; enhances the border security; resolutely and promptly handles any emerging situations effectively, ensuring no passive or unexpected scenarios occur; pays attention to equipping the armed forces with technological equipment and vehicles in order to improve their mobility and their capability in natural disaster prevention and epidemic control, search and rescue, readily dealing with any defence and security situations, and firmly safeguarding the Fatherland.
Fourthly, continuing to affirm and bring into play the people-to-people relations as one of the three pillars of diplomacy, closely combined with the Party-to-Party relations and the State-to-State diplomacy in order to create the overall power and ensure the orientations of the Party and State on the international integration in the new situation, raising the Province's position and prestige in the international arena. Thoroughly grasping the 14th National Party Congress Resolution that “Strengthening the defence, security and promoting foreign affairs and international integration are essential and regular tasks”, Quang Tri enhances the connection with other countries in the region and on the East - West economic corridor (EWEC - economic cooperation connecting four countries: Myanmar, Thailand, Laos, and Vietnam) based on the mutual agreement and cooperation; widens and develops relations with other countries and international organisations to build Quang Tri into a regional and international cooperation hub on the East-West economic corridor and new economic corridors; completes the logistics infrastructure in coastal economic zones, international border gates such as Lao Bao, Cha Lo, La Lay; makes research to build free trade zones integrated into global and regional supply chains; implements the Project on “the Lao Bao - Densavan Cross-border Economic and Trade Zone” in order to promote the economic and trade cooperation, and enhance the border security control as well, contributing to maintaining and bringing into play the “great friendship, special solidarity, comprehensive cooperation, and strategic partnership between Vietnam and Laos”.
Given a new position and strength in a new context, the entire Party committee, army and people in the Province are determined to bring into play the tradition of unity, democracy, and discipline, promote the patriotic emulation and production, unite as one, seize the historic opportunity, turn challenges into motivation, and make the most of every opportunity to push Quang Tri to break through and grow strongly in the process of innovation and integration.
