Building and rectifying a clean and comprehensively strong Party and political system is an important element in the documents of the 14th National Congress of the Party. This is the “highlight” that must be thoroughly clarified and effectively implemented, contributing to the development of a prosperous and powerful nation in the new era.
The 14th National Congress of the Party marks a new milestone of development in the Vietnamese revolutionary process. Among its contents, the building and rectification of a clean and comprehensively strong Party and political system continues to be affirmed as a pivotal task, bearing decisive significance for the survival of the regime and the sustainable development of the nation.
As Vietnam enters a new phase, amid rapid and complex fluctuations in the world situation together with domestic demands for breakthrough development, Party building is no longer confined to internal affairs but has expanded and intertwined with the operation of the entire political system. The cleanliness and strength of the Party constitute the nucleus that ensures the socialist rule-of-law State and socio-political organisations operate effectively and efficiently.

To put the Resolution of the 14th National Party Congress into practice and create a profound transformation from awareness to action, the entire Party, People, and Army need to focus on clarifying and synchronously implementing the following core pillars.
1. Building the Party politically - the foundation ensuring the Party’s leadership and governance role. This is the foremost task, playing the orienting role for the entire operation of the Party and the political system. The core content of this work is to enhance the capacity to formulate guidelines and policies that are in line with objective laws, rooted in Vietnam's realities, and closely aligned with the development trends of the era. The Party’s guidelines and policies are inherently a solid guarantee for the Party’s comprehensive and unified leadership and ruling process across all fields over the political system and the entire society. The 14th National Party Congress emphasises that inheriting, supplementing, and developing the Political Platform and Party Charter must align with the requirements of socio-economic development and national defence in the new era. Notably, it specifies the need to resolutely overcome the stage of organisational implementation, which many previous congresses frankly recognised as a “weak point” in the leadership process.
Continue to enhance political mettle, intellectual capacity, the exemplary role, and the fighting spirit of Party committees and organisations at all levels, as well as of each cadre and Party member - first and foremost, key leading and managing cadres at all levels and strategic-level cadres. Strongly innovate the content, methods, and formats, and enhance the fighting spirit, educational value, and persuasiveness in political and ideological education. Promote policy communication; strengthen education on the Party’s revolutionary traditions, linked with the study and practice of Ho Chi Minh’s thought, morality, methods, and style, and with the building and rectification of a clean and comprehensively strong Party and political system. Emphasis should be placed on maintaining regularity and improving the quality of training and development in political theory - especially Marxism-Leninism and Ho Chi Minh’s thought - as well as theoretical exchanges with political parties and communist parties around the world. Concurrently, exercise sound leadership over propaganda, press, publishing, and communications work; effectively manage cybersecurity; protect the Party’s ideological foundation while fighting to refute erroneous, hostile, and politically opportunist viewpoints. Research and formulate strategies for ideological work in the context of digital transformation; intensify the struggle to prevent and push back the degradation in political ideology, morality, and lifestyle, as well as “self-evolution” and “self-transformation”.
2. Building the Party ideologically and theoretically, ensuring sharpness and a pioneering character. In the spirit of the 14th National Party Congress, ideological and theoretical work must proceed from reality in order to clearly interpret the path and orientation for practice, demonstrating sharpness and timeliness to meet the requirements of the revolutionary cause in the new situation. In particular, focus on promoting the review of practical experiences and theoretical research on socialism, as well as the model and path toward socialism in Vietnam; and continue to refine the theoretical system regarding the renovation policy. Closely follow reality and rigorously conduct the review of the 100-year history of the Party’s leadership over the Vietnamese revolution (1930–2030), orienting leadership for national development in the next 100 years (2030–2130); and conduct the 40-year review of implementation of the “Platform for National Construction in the Transitional Period to Socialism” in strict accordance with the Congress’s guidelines.
Along with this, ideological and theoretical work must serve as a sharp weapon to prevent and push back internal degradation, to effectively combat the schemes and tactics of “peaceful evolution”, and to firmly hold the Party’s ideological and theoretical front.
3. Building the Party ethically, so that the Party truly “is ethics, is civilisation”. The 14th National Congress continues to elevate this work to a new height. It emphasises the requirement that every cadre and Party member must strictly adhere to the revolutionary ethical standards: industriousness, thrift, integrity, uprightness, impartiality, and selflessness; and enhances awareness throughout the political system regarding the importance of public service ethics.
Uphold honour and the responsibility of setting an example, and the sense of self-awareness in moral cultivation and training among cadres and Party members, first and foremost leading and managing cadres and heads at all levels. The higher the position a cadre holds, the more exemplary they must be. Strengthen the observance of Party discipline and State law; awaken the spirit of devotion to the Fatherland and service to the People, bound up with personal honour, regarding it as the most sacred and noble of callings. Concurrently, continue to research and perfect the theory of building the Party ethically, so that our Party truly “is ethics, is civilisation”, as President Ho Chi Minh always aspired to.
4. Renewing mass mobilisation work, strengthening the close bond between the Party and the People, and relying on the People to build the Party and the political system. The strength of the Party originates from the People. Renewing mass mobilisation work is a strategic task aimed at firmly consolidating the “people’s hearts posture”.
The 14th National Party Congress requires a profound innovation in the methods of leadership, mobilisation, and gathering of the masses. Effectively implement the guidelines and policies on ethnic and religious affairs; within this scope, attach importance to building and promoting the role of core forces and prestigious individuals among ethnic minority compatriots and religious organisations.
Mass mobilisation work must shift strongly toward closely following practical realities, and firmly grasping the thoughts, aspirations, and situations of the People. Party committees and authorities at all levels must proactively prevent, promptly detect, and thoroughly resolve “hotspots” and complex incident right at the grassroots level, preventing them from dragging on or creating loopholes for hostile forces to exploit and incite.

5. Building a synchronous, efficient, and effective political system. The Party is both an essential component and the leading core of the entire political system. Therefore, Party building cannot be separated from the building of the political system.
The requirement set for this tenure is to operate the apparatus under the new model in a stable, effective, and efficient manner, taking the quality of service to the People as the highest measure. State agencies, the Fatherland Front, and socio-political organisations must operate smoothly and synchronously under the new organisational model, meeting the requirements of national development in the new revolutionary stage.
During the course of implementation, Party committees and authorities at all levels must proactively review, promptly identify, and remove difficulties and obstacles, particularly institutional bottlenecks and issues regarding coordination mechanisms, ensuring that the political apparatus runs harmoniously, with neither overlapping nor omitted tasks.
6. Consolidating and building grassroots Party organisations and enhancing the quality of the contingent of cadres and Party members. Grassroots Party organisations are the foundation of the Party and the political nucleus at the grassroots, linking the Party with the People. The strength of the Party stems from the quality of each grassroots Party organisation and each Party member. Clearly aware of this, the 14th National Congress specifies: continue to review, amend, supplement, perfect, and strictly execute the functions, tasks, powers, responsibilities, and working relationships of each type of grassroots Party organisation. The consolidation of grassroots Party organisations must be bound up with raising the quality of Party member development, placing the criteria of political qualities, morality, lifestyle, and working capacity above all.
Concentrate on building cadres at all levels, with a focus on the strategic and grassroots levels, especially heads who possess dedication, vision, and prestige. Resolutely prevent and combat manifestations of factionalism, “group interests”, and division that undermine internal unity. Improve the quality of internal political protection work; integrate internal political protection with the management of cadres and Party members; firmly grasp political histories while paying close attention to current political issues.
Strengthen the management of Party members, tighten order and discipline; take the results of political task performance and the confidence of the people as the yardstick for evaluating Party members. At the same time, regularly review, screen, and remove unqualified individuals from the Party.
7. Strongly innovating the Party’s methods of leadership and governance; renewing the work of Party inspection, supervision, and discipline. Continue to intensify theoretical research and practical reviews on the Party’s leadership and governance. Concretise and effectively execute the principle of “the Party leads, the State governs, and the People are the masters”. Renew and improve the quality of issuing and organising the implementation of the Party’s guidelines and policies in the direction of clear priorities, clear resources, and clear results. Strictly observe the principle that the Party exercises unified leadership over organisational and cadre work, while vigorously promoting transparent decentralisation and delegation of power; clearly define the authority and exemplary responsibilities of heads. Concurrently, promote administrative reform and comprehensive digital transformation in Party agencies; renew working style and working methods from the Central level down to the grassroots; and thoroughly overcome overreach, micromanagement, and lax leadership.
One of the Party’s foremost methods of leadership is to constantly innovate the work of Party inspection, supervision, and discipline. The 14th National Congress marks a breakthrough in thinking and methodology in this crucial work. Accordingly, the Party advocates shifting the focus from inspection triggered by signs of violations to regular, proactive supervision applied from the very outset and throughout the entire process of leading and organising the implementation of resolutions, ensuring that inspection and supervision reach every Party committee and every field of activity, leaving no “gaps” or “blind spots”. Value self-inspection and self-supervision at the grassroots; detect and handle violations early and from afar; and resolutely prevent minor violations from accumulate into severe misconduct.
The 14th National Congress requires strengthening close and synchronous coordination between Party inspection and State inspection, auditing, investigation, prosecution, adjudication, and supervision by the Vietnam Fatherland Front. In particular, accelerate digital transformation in inspection and supervision work; execute interconnected data linkage and sharing; and deploy a data-driven inspection and supervision mechanism, centering on controlling the assets and income of officials managed by Party committees to ensure absolute transparency, accuracy, and timeliness.
8. Resolutely and persistently intensifying the struggle to prevent and push back corruption, waste, bureaucracy, and negative phenomena. The struggle to prevent and push back corruption, waste, bureaucracy, and negative phenomena must place the interests of the nation and the people above all else, and must go hand in hand with the task of socio-economic development, serving the requirements of national development. Promote the comprehensive strength of the entire political system and the entire population; enhance the fighting capacity of Party committees and organisations at all levels to proactively prevent, self-detect, and handle acts of corruption, waste, bureaucracy, and negative phenomena. Attach importance to synchronously implementing measures to build and perfect mechanisms ensuring that cadres “cannot, dare not, do not want to, and do not need to” engage in corruption and negativity.
Closely combine active prevention with proactive detection and strict, timely handling of acts of corruption, waste, bureaucracy, and negative phenomena - with no forbidden zones and no exceptions, and with the highest political determination from the Central level down to the grassroots, in which prevention is the principal, fundamental, and long-term approach, while detection and handling are crucial and serve as a breakthrough. Perfect and resolutely, synchronously, effectively execute the institutions for preventing and combating corruption, waste, bureaucracy, and negative phenomena.
Drastically, regularly, comprehensively, synchronously, and effectively deploy inspection, supervision, examination, auditing, investigation, prosecution, adjudication, and judgment enforcement work, focusing on critical, key, and emerging areas with high potential risks. Promptly and synchronously handle violations, ensure both strictness and humaneness; prioritise the application of civil, economic, administrative, and organisational measures; attach importance to asset recovery. Concentrate on building a culture of integrity, free from corruption, waste, bureaucracy, and negative phenomena, oriented toward building a nation of integrity and a society of integrity. Establish mechanisms to protect innovators, creators, and those who dare to think, dare to act, and dare to take responsibility for the common good; and establish remuneration policies commensurate with their contribution and talent.
The year 2026 marks the first year in which our entire Party, People, and Army embark on implementing the Resolution of the 14th National Party Congress of the Party. The work of building and rectifying a clean and comprehensively strong Party and political system is not merely an internal task of the Party, but precisely the essential prerequisite ensuring the victory of the cause of national development.
With a synchronous and scientific system of solutions, demonstrating high political determination and strong innovative thinking, the Resolution of the 14th National Congress of the Party will create a new momentum. A firm political mettle, sharp intellect, pure revolutionary morality, and the flesh-and-blood relationship with the People will continue to be an endless source of strength for our Party to lead the Vietnamese nation to overcome all difficulties and challenges, successfully realise the two 100-year strategic goals, and enable the country to take off, becoming a developed, high-income, prosperous, and happy nation.
