Deeply aware of the position, role, and importance of security protection work in building a politically strong Military, the Standing Committee of the Party Committee and the leadership of the Military Security Protection Department have consistently prioritised leadership, direction, and the innovation in thinking. They have proactively and creatively executed this vital mission by means of decisive and synchronised measures.
In recent years, acting as the lead agency for Military security protection, Military investigation of the Ministry of National Defence, and the specialised body for national security protection in the Military, the Military Security Protection Department has actively conducted research and provided counsel to the Central Military Commission, the Minister of National Defence, and the Chief of the General Department of Politics regarding decisions on safeguarding the security of the Party, the Military, and national security in the Military; directed, guided, and inspected subordinate security protection and security investigation agencies military-wide regarding professional operations; presided and coordinated with both military and civil organisations to effectively fulfill its assigned functions and duties, thereby contributing to the development of clean and strong Party organisations, and all-strong “exemplary and typical” agencies and units.

In particular, the Department has accurately assessed the situation and proactively advised the Central Military Commission and the leadership of the Ministry of National Defence and the General Department of Politics on amending, supplementing, and perfecting the political and legal framework governing the leadership and direction of military security protection. It has participated in drafting laws, ordinances, decrees, circulars, and other legal documents within the Ministry of National Defence's jurisdiction, while issuing directives and guidelines to ensure military security protection meets operational requirements. The Department has proactively monitored, analysed, and forecasted the situation, promptly advising on measures to prevent and counter the plots, methods, and subversive activities of hostile forces, thereby safeguarding the Party, the political system, and the internal political integrity of the military, and combating crime, legal violations, and breaches of discipline within the ranks. Furthermore, it has directed and guided security agencies at all levels across the military to closely monitor and manage internal political conditions; proactively detect, promptly prevent, and resolutely address emerging issues and signs of degradation in political ideology, ethics, and lifestyle, including “self-evolution” and “self-transformation”, as well as negative societal influences infiltrating the military. It has also actively directed and guided the rigorous screening and vetting of personnel against political standards for various assignments, while conducting verification, drawing conclusions, and advising on appropriate measures for cases involving political issues, in accordance with regulations.
The Department regularly and effectively carries out security and safety inspections of equipment prior to its deployment across military agencies and units; leads and coordinates forces with relevant agencies both within and outside the military to ensure the safety of protected individuals and sites under the responsibility of the Military Security Guard force. It rigorously monitors the situation and vets foreign organisations and individuals working with military agencies and units, thereby ensuring security and safety for defence diplomacy activities. The Department consistently provides advice, proposals, and direction, and engage in the struggle to combat and thwart activities that infringe upon national security in the cultural and ideological spheres; reviews and issues documents directing and guiding the protection of cultural and ideological security and the Party's ideological foundation, as well as the combat against wrongful and hostile views in the new context. Besides, it proactively prevents and counters the sabotage plots, methods, and tactics, including attempts at subversion and recruitment employed by hostile forces, in order to safeguard State and military secrets and maintain internal political stability within the Military.
For its achievements gained during the past years, the Department has been confered with numerous prestigious honours by the Party, the State, the Ministry of National Defence, and the General Department of Politics. Notably, in acknowledgment of its immense contributions to the cause of Military building, national defence strengthening, and Fatherland defence, on 07 August 2026, the President of the Socialist Republic of Vietnam conferred the title of “Hero of the People's Armed Forces”, for the second time, upon the Military Security Protection Department and the Military security protection sector.
It is expected that, in the coming time, the global and regional landscape will undergo rapid, complex, and unpredictable changes. The vigorous advancement of modern science and technology, particularly artificial intelligence, big data, and cross-border digital platforms, alongside various global challenges, will continue to have profound impact on every sector, including national defence and security.

Domestically, traditional and non-traditional security issues are evolving with complications. Crimes infringing upon national security, high-tech crimes, and drug-related offenses are witnessing a marked shift in operational methods from traditional settings to the digital environment across borders. Hostile forces are intensifying activities aimed at undermining the Party, the State, and the Military, specifically through the theft of state and military secrets; efforts to solicit, recruit, and subvert personnel; internal sabotage; and the distortion and tarnishing of the “Uncle Ho’s Soldier” image. Concurrently, negative effects of the market economy and the infiltration of social vices into the Military pose serious threats to the Military's strength and its task performance.
This situation necessitates that Military security protection efforts and the Military security sector constantly innovate their mindset and approach tasks with proactivity and creativity, firmly safeguarding national and Military security, contributing to national development, and building a revolutionary, regular, elite, and modern Military. To this end, it is necessary to focus on the following key measures:
First, consistently and thoroughly grasp the Party’s guidelines and viewpoints regarding military affairs, national defence, and the protection of the Fatherland in the new situation, particularly the resolutions, conclusions, and directives issued by the Politburo, the Secretariat, the Central Military Commission, the Ministry of National Defence, and the General Department of Politics concerning the protection of national and Military security. Emphasis should be placed on internalising and operationalising the Party’s concepts of “proactive security, comprehensive security, and constructive security”, alongside “implementation discipline”, regarding national security protection methods in the new era. Build its Party strong in politics, ideology, ethics, organisational structure, and personnel with all-round capabilities and high combat readiness, leading the successful completion of all assigned tasks.
Second, thoroughly grasping and effectively implementing the principle of proactive security in monitoring, analysing, and forecasting the situation. Provide timely advice and proposals to the Central Military Commission, the Ministry of National Defence, and the General Department of Politics regarding decisions on protecting the Party, Military security, and national security within the Military, especially concerning new, groundbreaking, and strategic issues related to Military security protection. Promptly detect and effectively handle threats and breaches of Military security, leaving no “security gaps” and avoiding passivity in the face of the methods and tactics used by hostile and reactionary forces to compromise Military security. Actively apply modern science and technology to prevent, detect, combat, and thwart activities such as infiltration, collusion, intelligence gathering, and internal sabotage; investigate and verify cases and incidents; and counter “peaceful evolution” strategies as well as the “depoliticisation” tactics employed by hostile and reactionary forces against the Military.

Third, consistently maintaining effective coordination with organisations and competent forces, both within and outside the Military, to successfully implement internal political security protection. This includes the screening, review, appraisal, verification, and final assessment of political eligibility standards; the prevention of breaches and protection of state and military secrets; and the establishment of secure units in conjunction with secure operational areas. Enhance the quality of security protection regarding culture, ideology, cyberspace, and information networks, as well as economic and external affairs; ensure absolute security and safety for designated targets and protectees; and contribute to building a politically strong, revolutionary, standardised, elite, and modern Military.
Fourth, proactively conducting research and advise the Central Military Commission, the Ministry of National Defence, and the General Department of Politics on issuing guidelines and policies to build a strong, modern, synchronised and specialised Military security forces who possess steadfast political mettle, pure revolutionary ethics, highly-skilled professional expertise grounded in legal knowledge, strong practical operational capabilities with improved foreign language and information technology skills. Intensify internal training and professional development within the sector and individual units, combined with specialised training at prestigious institutions both inside and outside the Military; simultaneously, expand international cooperation in security training to enhance proficiency in information technology and cybersecurity. Accelerate the modernisation of facilities and equipment supporting military security operations. Review, supplement, and further develop the theoretical framework for Military security protection work, and accelerate the digital transformation and military administrative reforms among Military-wide security protection agencies.
Upholding the tradition of being “Loyal, dedicated, astute, creative, united, disciplined, and cooperative, actively protecting oneself while proactively taking the offensive against the enemy”, the Military Security Protection sector in general, and the Military Security Protection Department, in particular, are to continue to strive, innovate mindset, and act with resolve, initiative, and creativity in executing its duties to firmly safeguard national and military security in all situations, to be worthy as the specialised agency for national security protection within the Military and as a unit twice bestowed with the title “Hero of the People's Armed Forces”.
