The entire Military thoroughly grasps and successfully implements the Resolution of the 14th National Party Congress

The 14th National Congress of the Communist Party of Vietnam (CPV) - a major political event of profound significance - marks an important transitional milestone with historic decisions shaping the future of the nation and its development course. The Resolution of the 14th National Party Congress embodies the crystallisation of intellect, will, innovative thinking, aspirations, and political resolve of the entire Party, people, and Military in the cause of national construction and protection in the new era. Grasping and successfully implementing the Resolution is not only a responsibility, but also an honour and a central task of the entire Military; hence, party organisations, cadres, party members, and the masses must execute the Resolution seriously, synchronously, effectively.

Against the backdrop of rapid, complex, unpredictable developments throughout the world and in the region, with opportunities and challenges intertwined, the great success of the 14th National Party Congress has clearly demonstrated the will, aspirations, and determination of the whole CPV, people, and Military, under the spirit of strategic autonomy, self-reliance, and confidence to stride firmly into the new era, for a peaceful, independent, democratic, prosperous, civilised, happy Vietnam towards socialism.

Grounded on theoretical and practical achievements in the past 40 years of renovation, the 14th Congress defined orientations for the 2026 - 2030 term, while setting forth major long-term and foundational directions reflecting strategic thinking and vision, as well as the unity, determination, courage, aspirations, and resolve of the CPV to foster the country’s development in the 21st century. Decisions made at the 14th Congress represent a combination between the objective requirements of national development practice and the laws of the times, between steadfast adherence to matters of principle and continuous innovation for rapid, sustainable development, between immediate objectives and long-term strategic vision, between socio-economic development, defence - security consolidation, and foreign affairs to firmly safeguard the Socialist Vietnamese Fatherland and fulfil the two centennial strategic goals set by the 13th National Party Congress.

A consistent hallmark of the 14th Congress is its spirit of innovation and breakthrough tied closely to action, high demands for implementation, and emphasis on practical effectiveness as a decisive measure. Apart from setting development orientations and goals, the Congress attached special importance to the feasibility, coherence, and effectiveness of its solutions. This clearly reflects the Party’s consistent viewpoint: leadership capacity is demonstrated not merely in issuing correct resolutions, but more importantly in the capacity to successfully implement them in practice.

The resolute action-oriented spirit at the 14th Congress is demonstrated in clearly identifying core issues and key breakthroughs requiring focused leadership and direction as well as in candidly pointing out weaknesses and bottlenecks hindering national development. The Congress highlighted the need to strongly shift from a “management” mindset to a “development-creating” mindset and closely link policy issuance with serious, effective implementation. According to the Report on documents submitted to the 14th National Congress of the CPV, presented by General Secretary To Lam at the opening session, “The Political Report identifies 12 major orientations, 6 key tasks, and 3 strategic breakthroughs. The Action Programme specifies tasks that can be implemented immediately. The core spirit is condensed into 8 important points, clearly expressing the requirement: Correct Selection - Rapid Action - Thorough Action - Measured by Results”. This marks a breakthrough in the CPV’s awareness and leadership method, suited to the requirements set by the new development stage.

Therefore, grasping and successfully implementing the Resolution of the 14th National Party Congress is a central and routine political task of the entire Party, people, and Military. This process includes not only studying the Resolution, but also fostering high unity in awareness and action, transforming the viewpoints, objectives, and tasks set by the Congress into concrete programmes and plans appropriate to each level, sector, agency, and unit. Without political resolve, resolute action, and synchronised mechanisms, the Resolution would not be translated into life or realise its theoretical and practical values. Thus, the 14th Congress set very high requirements for party committees and party organisations to renew methods of dissemination and implementation in a substantive, scientific, close manner, linking collective responsibility with individual accountability, using practical results as the yardstick for evaluation. Especially at the beginning of the term, actions must be swift, resolute, firm, and thorough to ensure that each resolution and action programme will be quickly translated into life and become a driving force for development and a source of pride for the people.

From the strategic significance and action-oriented spirit of the 14th Congress, together with the objectives set by the 12th Military Party Congress Resolution, the entire Military must clearly identify key, synchronised, and highly feasible solution groups to successfully implement the Resolution, swiftly bring policies of the CPV and the Central Military Commission (CMC) into practice, and generate clear changes in building the Military, strengthening national defence, and safeguarding the Socialist Vietnamese Fatherland in the new development phase. To that end, it is necessary to focus on well implementing several solutions and tasks as follows.

First, raising public awareness of the content, value, and requirements of the 14th National Party Congress Resolution. The Resolution embodies the intellect, will, and aspirations of the entire CPV, people, and Military in the new development stage. For the Vietnam People’s Army (VPA), it provides political orientations, new viewpoints, strategic objectives, and key tasks on military - defence work and VPA building, imposing higher and more comprehensive requirements for the VPA’s role and responsibility in national construction and defence in the new era. Therefore, thoroughly grasping the Resolutions of the 14th National Party Congress and the 12th Military Party Congress throughout the entire VPA must be regarded as a political task of critical importance to achieving unity in awareness and action. Dissemination work must go beyond merely transmitting textual content; it must clarify theoretical and practical values and new points of the Resolution, especially the issues directly related to military - defence and Fatherland protection tasks and the building of a revolutionary, regular, elite, modern VPA.

This process should be conducted seriously, scientifically, methodically, with clear focuses, while superficial and formalistic approaches should be resolutely overcome. Priority should be given to ensuring that cadres and party members, especially key leaders, grasp core, new, breakthrough points in the Resolution and the spirit of “solidarity, democracy, discipline, breakthrough, development, responsibility, dedication, intellect, science, for the people, strategic autonomy, self-reliance, confidence, national pride, for a peaceful, independent, democratic, prosperous, civilised, happy Vietnam towards socialism”; they should deeply understand the essence of issues and dialectical relationships among viewpoints, objectives, tasks, and solutions. In particular, the overarching spirit of the 14th Congress term must be thoroughly internalised and spread: “Strategic autonomy, seizing opportunities, devoting efforts, overcoming all challenges, strongly inspiring aspirations for development, turning will into action, turning decisions into concrete results, matching words with action, taking resolute, thorough, effective action”.

Each party organisation, agency, unit, cadre, and party member should clearly define their responsibilities in concretising and implementing the Resolution according to their functions and assigned tasks. Dissemination work should aim not merely to “know the Resolution”, but more importantly to “act in accordance with the Resolution” and to translate the Party’s viewpoints, goals, and strategic tasks into each office and units’ practice.

At the same time, dissemination outcomes, shifts in awareness, and the effectiveness of implementing the Resolution should be key criteria for assessing leadership capacity and combativeness of party organisations as well as task performance of offices and units, and responsibility of individuals.

Second, concretising the Resolution of the 14th National Party Congress into practical, highly feasible action programmes and plans within the Military Party Organisation and across the entire VPA. This process must adhere closely to the VPA’s characteristics and missions, aligned with the 12th Military Party Congress Resolution and the requirements of building a revolutionary, regular, elite, modern VPA and protecting the Fatherland. Emphasis should be placed on defining objectives, road map, key solution groups, resources, and responsibilities of organisations and individuals. Based on the Party Central Committee’s Action Programme for the Resolution, each sector, office, and unit must develop their own action programmes with “clear persons, clear tasks, clear timelines, clear responsibilities, clear authority, and clear outputs”. There should be comprehensiveness and synchronisation in implementing the Resolution; military - defence work should be closely linked with the building of exemplarily strong, pure party organisations and “exemplarily, typically” comprehensively strong offices and units. There should be a combination between long-term and short-term goals as well as between the requirements for development and the maintenance of political steadfastness and discipline. However, comprehensiveness does not mean spreading efforts too thin; it requires the development of right pivotal steps, key tasks, breakthrough areas, and resources to create clear, substantive changes.  

Mechanical copying, formalism, and lack of innovation and mechanisms for supervision and inspection, which reduce the effectiveness and efficiency of the Resolution and even cause waste of time, effort, and resources, must be resolutely eliminated. Effectiveness is the most important yardstick for assessing the quality of concretising and implementing the Resolution of the 14th National Party Congress within the Military Party Organisation and across the entire VPA. Such effectiveness must be reflected in substantive changes in leading and directing the performance of political tasks, in building party committees and party organisations, in developing a pool of cadres and party members, and in improving the overall quality, combat strength, and combat readiness of agencies and units.

Third, bringing into full play the role of cadres at all levels in grasping and implementing the Resolution of the 14th National Party Congress. Cadres always act as the decisive factor in the success or failure of the revolutionary cause in general, in the study and implementation of the Resolutions of the 14th National Party Congress and the 12th Military Party Congress across the VPA in particular. Thus, cadres at all levels, especially strategic-level cadres and key leaders, must always set a good example in grasping the Resolution; more importantly, they must correctly, deeply understand the essence of issues and firmly grasp the core spirit of the Resolution, especially new viewpoints, strategic objectives, and key tasks directly related to VPA building, defence consolidation, and Fatherland protection.

Each cadre and party member, particularly heads of offices and units, should shift from “correct awareness” to “effective implementation”, from “great resolve” to “clear results”, and combine “direction and management” with “inspection, supervision, and accountability”. They must set good examples in implementation and action in accordance with the Resolution and clearly demonstrate their role in performing tasks, observing discipline, maintaining moral qualities and pure lifestyle, and heightening the spirit of daring to think, daring to speak, daring to act, daring to take responsibility, daring to be innovative, daring to confront difficulties and challenges, and daring to act for the common good.

All-level party committees and party organisations should focus on building a pool of cadres, with synchronisation and rigour in all stages, from personnel planning, training, and development to personnel utilisation, evaluation, inspection, and supervision. Due attention should be paid to training and developing a contingent of cadres towards standardisation and modernisation, linking theory with practice, and combining basic training with position-based training and task requirements. It is essential to thoroughly grasp the viewpoint on building a corps of cadres with “five attributes” suitable to each level. At the same time, the Project on “Policies to attract and utilise talents for the VPA to 2030, with a vision to 2050” should be effectively executed. To meet the increasingly high requirements set by the building of a revolutionary, regular, elite, modern VPA, cadres must have not only political steadfastness, but also strategic thinking and vision, great capabilities in staff work, management, and implementation, as well as adaptability to rapid situational changes.

Fourth, intensifying Party building and rectification within the Military Party Organisation. It is necessary to remain steadfast in and strengthen the absolute, direct, all-round leadership of the Party and the unified management of the State over the VPA, exercise leadership over the raised quality of political and ideological education to ensure a high degree of unity in awareness and action, resolutely combat wrong, hostile viewpoints, manifestations of “self-evolution” and “self-transformation”, and distortions of the Resolution to ensure that the VPA will always remain an absolutely loyal, reliable political and combat force of the Party, State, and people.

Emphasis should be placed on improving the leadership capacity and combativeness of party committees and party organisations at all levels within the Military Party Organisation. Each party committee and organisation must truly serve as the comprehensive leadership nucleus in their agencies and units, correctly, accurately exercise their leadership over key issues, and promptly resolve problems arising in the process of implementing the Resolution. Principles of Party organisation and activities should be maintained, with a focus on democratic centralism, self-criticism, and criticism. The quality of regular Party meetings, thematic activities, and self-review and self-correction of party organisations and party members should be raised.

Inspection and supervision should be strengthened, with emphasis on regular supervision and inspection from the very outset of implementing Party congress resolutions at all levels; discipline within the Military Party Organisation should be strictly maintained to prevent violations, promptly correct deviations in awareness and action, and opportunely detect and strictly handle violations. Consideration should be given to resolutely, persistently combating corruption, negative practices, bureaucracy, and wastefulness, under the spirit of no forbidden zones and no exceptions, considering this an inseparable requirement in the process of implementing the Resolutions of the 14th National Party Congress, the 12th Military Party Congress, and all-level Party congresses across the VPA.

Fifth, focusing leadership and direction on successfully carrying out military - defence and Fatherland protection tasks in the new situation. Based on the strategic orientations and tasks for Fatherland protection in the 14th National Party Congress Resolution, the study and implementation of the Resolution must be closely, consistently linked with the process of improving the VPA’s overall quality and combat power to meet the requirements of Fatherland protection in the era of development. First of all, it is essential to focus on raising the quality of training, combat readiness, regularity building, and discipline management. The entire VPA should continue grasping and effectively implementing Resolution 1659-NQ/QUTW, dated 20 December 2022, by the CMC on raising the quality of training for the period of 2023 - 2030 and beyond, strictly observing state laws, military discipline, and commanders’ orders, enhancing combat readiness capacity, and ensuring that the VPA will always remain proactive and never fall into passivity or surprise in any situation.

Furthermore, it is vital to proactively grasp situational developments, especially those related to defence, security, foreign affairs, cyberspace, and non-traditional security issues, improve strategic analysis and forecasting capacity, give accurate, timely advice to the Party and State on effectively handling situations. The implementation of the Resolution of the 14th National Party Congress must be demonstrated through flexible, effective responses to increasingly diverse, complex challenges in military - defence work and Fatherland protection today.

The implementation of the Resolution of the 14th National Party Congress must also be linked with actively participating in socio-economic development, strengthening defence and security, synchronously improving military and defence institutions, developing high-quality human resources, promoting talent attraction and utilisation, developing an autonomous, self-reliant, resilient, dual-use, modern defence industry, accelerating science and technology development, innovation, and digital transformation, and conducting disaster prevention, epidemic control, and search and rescue operations, especially in strategic, remote, isolated, border, sea, island areas. It is important to intensify the VPA’s international integration and defence diplomacy in a substantive, effective fashion in order to create “soft power” for firmly safeguarding the Fatherland early and from afar. Doing so will allow the VPA to keep affirming its role as an absolutely loyal, reliable political and combat force of the Party, State, and people, cementing the close-knit bond between the Military and the people, bolstering the cultural values of “Uncle Ho’s Soldiers” in the new period, and building strong, modern all-people national defence and a firm “people’s hearts and minds posture”.

Thoroughly grasping and successfully implementing the Resolutions of the 14th National Party Congress and the 12th Military Party Congress is of critical importance to laying a solid foundation for the VPA to maintain political steadfastness, firmly uphold the Party’s goals and ideal, and remain absolutely loyal to the Fatherland, Party, State, and people. With the tradition of infinite loyalty, outstanding heroism, unity, creativity, and determination, the entire Military will join hands with the entire Party and people to translate the Resolution of the 14th National Party Congress into life, develop a peaceful, independent, democratic, prosperous, civilised, happy Vietnam towards socialism, promote the cultural values of “Uncle Ho’s Soldiers” in the new period, and build a revolutionary, regular, elite, modern VPA with great overall quality and combat power for firmly safeguarding the Socialist Vietnamese Fatherland in the new era.
