MR2 Logistics and Technical sector enhances support work

Deeply aware of the position and importance of logistics and technical work to the overall strength and combat readiness of the armed forces, the Logistics and Technical sector of Military Region 2 (MR2) has continuously innovated and improved the quality of support work to ensure the Military Region successfully fulfills all assigned tasks.

In recent times, MR2 Logistics and Technical sector has thoroughly grasped the resolutions and directives of the Party, the Central Military Commission (CMC), and the Ministry of National Defence (MND), proactively researching, advising, and proposing to MR2’s Party Committee and Command practical and effective policies and solutions in arranging and consolidating the organisation and forces of logistics and technical at all levels to ensure they are “elite, compact, and strong”; planning and building a solid logistics and technical potential and posture, suitable with the deployment of the Military Region's forces and the planning of the Military Region's defence posture and defensive zones in the new situation. The quality and effectiveness of logistics and technical support have been improved; all targets and tasks in logistics and technical work have been met and exceeded, successfully supporting combat readiness, regular, and sudden tasks; the living conditions and health of the troops have been well cared for and improved in some aspects, etc.

Presently, the world and regional landscapes are undergoing complex developments; the task of consolidating national defence, Fatherland defence, building the Army in general, and building the armed forces of MR2 in particular, has new developments,... posing many new problems for the Logistics and Technical sector, with very high requirements. Meanwhile, the Military Region's resources are limited, coupled with complications in climate change, natural disasters, storms, floods, epidemics, etc., directly impacting the sector's operations. In this context, to fulfill its assigned tasks, MR2 Logistics and Engineering sector continues to uphold the spirit of “Proactiveness, breakthrough, creativity, self-reliance, and self-sufficience” decisively and comprehensively implementing policies and solutions to improve the quality and effectiveness of this work, focusing on the following ones.

Firstly, effectively advising MR2 Party Committee and Command, and Party committees and commanders at all levels on logistics and technical work. The Logistics and Technical Department will continue to play the central and core role, thoroughly understanding the Party's military and defence guidelines, and the directives and resolutions of higher echelons on logistics and technical work, especially the Resolution of the 12th Party Congress of the Army, Resolution No. 1656-NQ/QUTW and CMC’s Resolution No. 1658-NQ/QUTW dated 20 December 2022 on logistics and technical work, along with the directives and plans of the Military Region Command. It will proactively grasp the situation and effectively advise MR2’s Party Committee and Command, and the commanders of agencies and units on logistics and technical work. Emphasis is placed on the adjustment and consolidation of the organisation and staff of logistics and technical forces at all levels; the mobilisation of resources for building logistical and technical capabilities, especially in border areas and strategic directions and locations, in accordance with MR2's defence posture and new administrative boundaries. Advise on the synchronised implementation of measures to exploit and generate logistical and technical sources in a stable and sustainable manner; promote innovation and improve the quality of all aspects of support, especially the provision of weapons, equipment, and the living conditions of troops. Simultaneously, continue to advise, direct, and guide units to effectively implement the logistical and technical support plan, in conjunction with promoting the emulation movement of “Military Logistics Sector follows Uncle Ho’s teachings”, the Campaign “Managing and exploiting weapons and technical equipment in an effective, sustainable and economic manner and Traffic safety”, and other emulation movements and campaigns of specialised sectors and localities, creating momentum and leveraging combined strength for achieving the set goals and targets.

Secondly, building a team of logistics and technical officers and staff with sufficient qualities and capabilities to serve as the core for ensuring logistical support. Accordingly, the Sector will continue to advise and direct the adjustment and streamlining of the organisational structure and staffing of logistics and technical agencies at all levels towards the “compact and strong” direction; arrange and deploy logistics and technical officers and staff to ensure a reasonable structure and quantity, high quality, and to leverage the strengths and abilities of each officer, with inheritance and development. In the immediate future, it will proactively advise MR2’s Party Committee and Command to direct the provincial military commands to review and prepare logistics and technical human resources for deployment to commune-level military commands according to CMC and MND’s plan.

Continue to implement synchronised measures to build a team of logistics and technical officers and staff with strong political convictions, all-round capabilities, and standardised qualifications and skills, serving as the core for logistics and technical work in units. To achieve this goal, in addition to selecting and sending its officers for training at academies and schools, the Sector will strengthen the training in profession, ethics and working manner so that the staff all show a highly professional attitude for work. At the same time, it encourages the logistics and technical staff to promote their activeness in self-study to improve their professional skills and expertise, and their working method to better meet the requirements of their duties.

Thirdly, continuing to vigorously implement measures to innovate and improve the effectiveness of logistics and technical support. The Logistics and Technical sector of the Military Region will continue to closely follow the requirements of military and defence tasks to deploy all aspects of support work effectively. Regarding logistics and technical support for combat readiness, emergency situations, and that of the defensive zone, logistics and technical agencies at all levels are to continue to research, advise, and propose adjustments and additions to the system of logistics and technical documents in accordance with regulations; direct and guide units to store sufficient logistics and technical materials according to their hierarchy; actively practice logistics and technical support plans according to military tasks, especially supporting important political events of the Party, State, Army, and Military Region, and the tasks in disaster prevention and relief, etc. At the same time, the Department continues to advise MR2’s Party Committee and Command on the establishment of logistics and technical posture of the defensive zone linked to the national defence posture, in accordance with the plan for socio-economic development of each locality, etc.

Regarding regular logistics and technical support, it will focus on giving advice on the innovation of logistics support methods towards decentralisation and empowerment; closely combining support with management, inspection, and supervision; improving the quality of living standards and healthcare for soldiers; effectively implementing investment projects for construction, renovation, and upgradation of barracks, with a focus on those of main units with full troop strength. Continue to invest in agricultural production, promote the implementation of the MND's project of “Enhancing the efficiency of agricultural production and processing in the Military in a suitable, safe and sustainable manner in the period of 2021-2025 and up to 2030”, and the application of scientific advancements to farming.

In technical work, it will continue to guide and direct agencies and units to strengthen the work of preservation, maintenance, and repair; combine on-site technical support in each area with mobile support, ensuring the full quantity, type, quality, and synchronisation of technical equipment for the armed forces of the Military Region to perform their duties. Effectively implement Project 324-KT and Project KA-10 according to the defined roadmap; continue to direct the mobilisation of resources for in-depth investment, supplement modern technological equipment, and enhance the capacity of stations, workshops, and facilities of operational and tactical levels. At the same time, it will effectively implement the coordination regulations for technical support for the border guards of border provinces in the 2023-2028 period, and supply weapons and technical equipment to commune-level military commands.

Finally, promoting digital transformation and standardisation in logistics and technical work. MR2’s Logistics and Technical sector continues to thoroughly study and promote the implementation of resolutions, directives, and plans of the Party, State, MND, and MR2 on breakthroughs in science and technology development, innovation, and digital transformation in its field. Grounding on this understanding, it is to advise leaders and commanders of agencies and units to mobilise resources to invest in the modernisation of equipment and facilities, especially information technology equipment and infrastructure, and to develop artificial intelligence applications to serve professional work, creating a technical and technological foundation to promote digital transformation and enhance its task performance. It will continue to research and apply scientific and technological advancements to address urgent issues in ensuring support, especially in the synchronised maintenance, preservation, and storage of new and modern technical equipment. At the same time, it regularly encourages, motivates, and supports officers and staff to conduct scientific research and technical renovation and apply to task performance so as to continuously improve the quality of logistics and technical support work at the units.
