Cultivating medical ethics and enhancing medical expertise are constant requirements that determine the quality of medical examination and treatment provided by medical practitioners in general and military medical personnel, in particular. Fully aware of this, Military Hospital 7 has synchronously implemented a range of policies and measures, translating medical ethics into standards of professional conduct while closely associating this with the enhancement of medical expertise, thereby making an important contribution to building a contingent of medical practitioners with strong qualities and capabilities capable of effectively fulfilling their assigned tasks.

Military Hospital 7, under the Logistics and Technical Department of Military Region 3, is tasked with receiving and treating patients, providing medical support for officers and soldiers of the Military Region’s armed forces, and delivering healthcare services to the People. It is also prepared to undertake unexpected tasks, including search and rescue, disaster and epidemic prevention and control, provide military medical support on the Truong Sa archipelago, and perform international missions when assigned.

Providing medical treatment for the patients

Over the years, the Party Committee and Directorate of the Hospital have focused on leading and directing the building of a contingent of medical practitioners with comprehensive qualities and capabilities, closely associating the cultivation of medical ethics with the enhancement of medical expertise, thereby meeting the increasingly demanding requirements of medical examination and treatment as well as military medical tasks. As a result, the contingent of medical practitioners has gradually been strengthened in both quantity and quality, demonstrating firm political resolve, a strong sense of responsibility, and high levels of professional competence. The Hospital Party Organisation has consistently fulfilled its tasks excellently for many consecutive years. In recognition of these outstanding achievements, the Hospital was awarded the Third-Class Fatherland Protection Order by the State President in 2025; the Third-Class Labour Order in 2021; the Emulation Flag of the Ministry of National Defence in 2024; the Emulation Flag of Military Region 3 Command in 2023; and numerous other prestigious commendations, thereby further enriching the proud tradition of the unit, a Hero of the People's Armed Forces.

These achievements are attributable, first and foremost, to the Party Committee and Directorate’s determination that upholding medical ethics constitutes the foundation for cultivating the qualities, sense of responsibility, and professional conduct of medical practitioners. The Hospital has incorporated the building of medical ethics into its leadership resolutions, annual programmes and work plans, while associating the responsibility of party committees and commanders of its departments, wards and sections with the results of building its contingent of medical assistants and doctors. Particular attention has been paid to combining education and dissemination with inspection and supervision, promptly rectifying manifestations of irresponsibility, inappropriate conduct, and violations of professional regulations and medical ethics; while proactively preventing, combating and containing manifestations of individualism, political-ideological degradation, deterioration in morality and lifestyle, “self-evolution” and “self-transformation” among the contingent.

In particular, the Hospital has consistently adhered to the motto: “Welcoming patients warmly when they arrive, caring for them wholeheartedly while they stay, and providing thoughtful guidance when they leave.” It has seriously and substantively implemented the 12 principles of medical ethics in medical examination, treatment and patient care, closely associating them with the campaign to “Intensify the study and practice of Ho Chi Minh’s thought, ethics, methodology and style in the new period of development”, as well as such movements as “Building Military Medical Units with Five Good Standards” and “Military Medical Personnel Following Uncle Ho’s Teachings”, among others. The Hospital has gradually translated the requirements concerning the qualities of military medical practitioners into concrete standards governing each professional conduct and each stage of the medical examination and treatment process for every cadre, medical assistant and doctor. This has contributed to strengthening their sense of responsibility and wholehearted dedication to caring for patients, while preventing manifestations of bureaucracy, authoritarianism, harassment and any conduct causing inconvenience to patients and their family members. As a result, the noble qualities embodied in the image of the “Medical Practitioner – Military Medical Soldier” and the “Uncle Ho’s Soldiers” have continued to shine ever more brightly.

In the context of rapid advances in medical science and increasingly demanding requirements for medical examination and treatment, the Hospital has identified enhancing medical expertise as a breakthrough measure to successfully fulfil its tasks, with a focus on building a contingent of medical practitioners with high professional qualifications and gradually mastering advanced techniques. Through practical experience in performing its assigned tasks, the Hospital has developed a comprehensive approach based on the principle of “inviting experts to enhance professional expertise, sending personnel for training to access new knowledge, providing on-site training to disseminate experience, and promoting self-study for sustainable development.” Accordingly, the Hospital regularly invites leading experts to participate in consultations, provide professional advice and transfer techniques, particularly in the management of complex cases; and annually sends personnel to undertake specialised training at major hospitals across the country. At the same time, it maintains regular training sessions and scientific conferences, and encourages personnel to participate in professional conferences and competitions, thereby creating opportunities for the exchange and sharing of experience and encouraging medical assistants and doctors to engage in self-study and independent research to enhance their medical expertise and meet task requirements.

To date, the Hospital’s contingent of medical assistants and doctors has generally received formal training and achieved increasingly consistent professional qualifications; 50 per cent of its doctors hold postgraduate qualifications. With its existing human resources, the Hospital has implemented 85.62 per cent of the techniques applicable to its level of care, out of a total of 8,626 techniques included in the approved list. From 2025 to the present, the Hospital has provided inpatient treatment for more than 24,000 patient cases. The volume and diversity of its medical examination and treatment activities have enabled the Hospital to closely link training with practice, using actual clinical requirements as a basis for ensuring that its medical practitioners regularly gain practical experience, accumulate professional knowledge, improve their ability to manage cases, and progressively develop their professional competence.

Alongside these efforts, the Hospital has proactively invested in modern medical equipment in conjunction with promoting scientific research, thereby creating the necessary impetus and conditions for developing medical techniques and enhancing diagnostic and treatment capabilities. Based on task requirements and its professional development orientation, the Hospital has proactively advised and proposed investment in essential and modern equipment, giving priority to areas requiring emergency care, the treatment of critically ill patients, and key specialist disciplines. Particular attention has been paid to ensuring compatibility between equipment, personnel and technical capabilities, so that every investment is matched by personnel capable of mastering and effectively exploiting the equipment. The Hospital has effectively put into operation a 1.5-Tesla MRI system, CT scanners, PCR testing facilities, and early cancer screening tests, while gradually developing interventional vascular techniques and a range of advanced specialised procedures.

In parallel with investment in equipment, the Hospital has identified the promotion of scientific research and the development of initiatives for technical improvement as important tasks. These efforts not only contribute to enhancing the professional qualifications of its medical personnel but also facilitate the effective utilisation of medical equipment. During the 2020–2025 period, the Hospital conducted 31 scientific research projects and technical improvement initiatives, with many of their outcomes being directly applied in practice. This approach has helped create close links between investment, mastery, application and improvement, thereby enhancing professional capabilities and treatment effectiveness. As a result, the Hospital’s capacity to diagnose and treat critically ill patients has progressively improved, providing a stronger foundation for developing advanced specialised techniques, reducing the need to transfer patients to higher-level hospitals, and improving the quality of medical examination and treatment.

To create favourable conditions for medical assistants and doctors to cultivate themselves, uphold medical ethics and enhance their medical expertise in order to meet increasingly demanding requirements for patient care, the Hospital has paid particular attention to building a disciplined, democratic and united working environment, in conjunction with accelerating administrative reform and digital transformation, thereby gradually renewing its methods of governance and service delivery in line with the requirements of modernisation. The Hospital has consistently pursued the approach of “standardising to improve efficiency, digitising to enhance connectivity, reforming to reduce inconvenience, and promoting democracy to harness collective strength.” Particular attention has been paid to maintaining strict organisational discipline, effectively implementing grassroots democracy regulations, fostering solidarity, and strengthening coordination among departments, wards and sections. Administrative procedures are regularly reviewed and improved to reduce procedures for patients, eliminate unnecessary intermediate steps, shorten processing times, enhance the responsibility of each position, and improve coordination among departments, wards and sections.

Alongside these efforts, the Hospital has promoted innovation in governance and improved medical examination and treatment procedures in a scientific, open and transparent manner, placing patients at the centre. Particular attention has been paid to digital transformation in management and professional activities, including the implementation of electronic medical records, data connectivity and interoperability, and the application of technology to support diagnosis, treatment and patient management. These efforts have gradually established a data-driven approach to management and administration. As a result, coordination has become more effective, access to and exploitation of information more convenient, and working procedures more standardised, while enhancing the initiative, sense of responsibility, adaptability and creativity of medical assistants and doctors. This represents valuable experience gained by the Hospital in combining the maintenance of discipline and the culture of the “Uncle Ho’s Soldiers” with innovation in governance, thereby contributing to building a disciplined, scientific and civilised working environment, improving the effectiveness of patient care and enabling medical assistants and doctors to fulfil their assigned tasks more effectively.

As a Grade-I general hospital, the Hospital has determined that the building of its contingent of medical practitioners must be closely linked to the realities of its assigned tasks, with performance in difficult, unexpected and specialised tasks serving as a measure of their capabilities. Accordingly, in addition to regularly receiving and treating patients, the Hospital proactively organises forces to participate in combat readiness duties, exercises, disaster and epidemic prevention and control, and search and rescue operations. It also undertakes missions in Truong Sa, the northeastern island area, and participates in United Nations peacekeeping operations, as well as social welfare activities, including medical examinations, health consultations and the provision of free medicines to People in remote and isolated areas, border areas and islands. Whenever unexpected situations arise, the Hospital promptly organises the necessary personnel and means to perform tasks as required, contributing to ensuring military medical support in all circumstances. Through performing tasks in diverse environments and conditions, its medical practitioners are continuously tempered in political steadfastness, medical ethics, and sense of responsibility, adaptability and organisational and operational capabilities.

Bringing into full play its role as a line-end hospital, the Hospital has attached importance to providing guidance and professional support to lower-level military medical units and transferring medical techniques to them. It also coordinates with central-level hospitals and healthcare facilities in the locality to exchange experience and enhance medical examination and treatment capabilities. Through practical medical examination and treatment activities and the performance of assigned tasks, lessons and experience are reviewed, shared and transferred, thereby contributing to enhancing the professional capabilities of military medical units throughout the Military Region. Practical experience has demonstrated that effectively promoting the role of a final-level hospital not only enhances its capacity to deal with demanding professional tasks but also enables it to accumulate, refine and disseminate experience and techniques. This, in turn, contributes to improving the quality of military medical support and the task performance of the Military Region’s armed forces, while providing an important environment for cultivating medical ethics and enhancing the medical expertise of the Hospital’s medical assistants and doctors.

In the coming period, in response to the increasingly demanding requirements of protecting and caring for the health of service members and the People, as well as performing unexpected tasks, Military Hospital 7 will continue to thoroughly grasp and implement the resolutions and directives of the Party, the Central Military Commission, the Ministry of National Defence, and the Party Committee and Command of Military Region 3 on military medical affairs. The Hospital will consistently and synchronously implement measures to uphold medical ethics and enhance medical expertise, building a contingent of medical practitioners who are “politically steadfast, ethically exemplary and professionally proficient”, capable of mastering science, technology and modern medicine. These efforts will contribute to improving the quality of medical examination and treatment, building the Hospital into an all-strong, “exemplary and typical” unit, and successfully fulfilling all assigned tasks./.
