Bringing into play the achieved results, the National Defence Academy continues to grasp and vigorously implement Resolution No. 290-NQ/QUTW, dated 07 January 2026, by the Central Military Commission on making a breakthrough in developing the education and training in the Army, creating a new change in the training quality of operational and strategic-level officers to meet the task requirements of building and defending the Fatherland in the new era.

Right after the Politburo issued Resolution No. 71-NQ/TW dated 22 August 2025, on breakthroughs in developing education and training, and the Central Military Commission (CMC) issued Resolution No. 290-NQ/QUTW dated 07 January 2026, on breakthroughs in education and training in the Army (hereinafter Resolution 290), the Academy’s Party Committee promptly directed the research, grasp, study, and issuance of Resolution No. 253-NQ/ĐU dated 28 April 2026, on breakthroughs in education and training, which clearly defined guidelines, goals, and solutions, serving as a basis for directing agencies and units to concretise and implement them right from the 2025–2026 school year.

With highly political awareness and determination, and a drastic spirit, after nearly a year of implementing Resolution 290, the Academy has achieved important initial results. The organisation and staff have been adjusted to ensure leanness, compactness, and efficiency; the training contents and curricula have been gradually standardised; the quality of the lecturers and educational managers has been improved; the education, training, and scientific research have gained many positive results. Particularly, the application of science, technology, innovation, and digital transformation has been promoted, creating a pivotal breakthrough across all working fields.

Seminar on building the strong and modern all people's national defence

Presently, the global and regional situation continues to have rapid, complex, and unpredictable development; the robust development of science and technology gives rise to many new warfare methods. Meanwhile, the task of building a strong and modern all-people national defence and a modern Army poses new high demands, requiring high-quality human resources. To successfully fulfill its role as the leading centre for training and scientific research on military and national defence for the Army and the nation, the Academy determines to continuously promote the mindset innovation and comprehensively deploy all working aspects, focusing on deeply grasping and effectively implementing Resolution 290 of the CMC, creating breakthroughs in education, training, and scientific research through several key solutions as follows:

Firstly, continuing to strengthen the leadership and direction of all-level party committees and commands on education and training tasks. The Academy’s Party Committee and Director Board focus on leading and directing the party committees and commands of agencies, faculties, and cadet managing departments to continue studying, researching, and thoroughly grasping the resolutions and directives of the Central Party Committee, the CMC, the Ministry of National Defence, and the Academy on making breakthroughs in education and training, on that basis, review and complete targets and measures in the action plans and programmes for the 2026 - 2027 school year and subsequent years closely with the specific features, functions, and tasks; promote the role of all-level party committees and commanders in leading and directing the implementation, giving clear responsibilities, roadmaps and outcomes, which are directly linked with the leaders’ responsibility.

They continue to organise widespread political activities; strongly apply digital platforms; hold seminars and in-depth discussions to clearly analyse bottlenecks, difficulties, and obstacles in applying Resolution 290; enhance propaganda and education to make the cadres, lecturers, cadets, and staff deeply aware that education and training at the Academy is an important strategic task, a key driving force, and a factor deciding the training quality of strategic and operational-level cadres for the Party and State, as well as the overall quality and combat strength of the Army; thereby, raising awareness and responsibility, and identifying core and key contents that require more focus.

Secondly, building a team of lecturers and educational managers on a par with the tasks. Thoroughly grasping the viewpoint that teachers and educational managers play a pivotal and decisive role, the Academy focuses on building a sufficient, rationally structured, and high-quality team of lecturers and educational managers. To perform this task well, the Academy directs all offices, faculties, and departments to effectively carry out the selection, planning, sourcing, training, fostering, and using. At the same time, it enhances the lecturers’ leadership and command capacities, professional expertise, foreign languages, information technology, and modern teaching methods. The Academy also encourages active participation in scientific research and academic exchanges within and outside the Army, and in international environments to improve teaching quality.

It continuously gives advice on the development of specific policies to attract competent and experienced personnel in education and training; provides attractive incentives for leading experts, top scientists, and cadres who dare to think, dare to act, and dare to take responsibility for the common good; promotes the application of digital technology, simulation technology, and AI in training and education; encourages innovation and build a favourable working environment for cadres, lecturers, cadets, and staff to promote their positivity, proactivity, creativity, spirit of self-study and research, and ability of updating professional knowledge and skills in order to improve the quality of training, education, and scientific research; closely coordinates with the central departments, ministries, and sectors, agencies and units across the entire army, research institutes, leading domestic and foreign educational institutions; invites experts and experienced leaders and commanders to participate in teaching, creating a close connection between theory and practice, and between theory and application.

Thirdly, comprehensively and synchronously renewing the curricula, content, and methods of education and training. To implement the viewpoint of inheriting traditions while strongly innovating and making breakthroughs in mindset, awareness, institutions, models, curricula, training content, and teaching methods as defined in Resolution 290, the Academy directs all departments, faculties, and management systems to continue inheriting valuable experiences, combining them with modern teaching methods to improve the training quality; resolutely reviews and cuts out redundant content that contributes little to the output standards of the training programmes. It also designs training content and curricula in a “standardised, modernised, and interconnected” way, closely adhering to the criteria for assessing practical competence and the cadets' ability to meet the output standards; promptly updates new achievements in science, technology, military science, and military art into the teaching content, focusing on developing the mindset, knowledge, leadership, command, and staff skills, as well as the capacity to participate in planning and implementing operational and strategic-level policies.

The Academy drastically transforms from the “lecturer-centred” mindset to the “learner-centred” one, applies active teaching methods, enhances critical thinking, and improves problem-solving capacity. It also organises and sends working delegations to research and survey agencies, units, localities, and the graduates’ performances in order to adjust and supplement training programmes and contents accordingly; regularly updates new knowledge on politics, law, economy, society, high-tech warfare, cybersecurity, electronic warfare, data science, and military art into training programmes and lecture contents.

It continues implementing the Project on “Making English the second language in schools for the 2025 – 2035 period, with a vision toward 2045” for lecturers, educational managers, and professional staff; enhances the cooperation with the Military Industry and Telecommunications Group and technology enterprises in training and scientific research; innovates the content, format, and methods of testing and evaluating learning outcomes, as well as quality accreditation for master's theses and doctoral dissertations in the “3-substantiative” and “2-practical” way.

Finally, promoting digital transformation and applying digital technology and AI in training and education. The Academy continues to develop plans and roadmaps for implementing a digital ecosystem in leadership, direction, command, and administration across all working aspects, focusing on applying digital technology and AI to manage training, education, and scientific research. Focus will be placed on building a big data infrastructure that is interconnected with all agencies of the Defence Ministry and the military school system. The Academy will enhance the application of AI and exploit big data in educational management, cadets’ capability assessment, the development of training curricula, and the digitisation of exam question banks. The deployment of models, including the “Smart pedagogy,” “Smart Classroom,” “Digital lecturers,” “Digital cadets,” and “AI-based combat simulation” will continuously support the training and education. Digital knowledge and skills will be popularised among cadres, lecturers, and cadets, enhancing their capacity to access, exploit, propose, and deploy strategic technological products based on foundational and core technologies. Intensive training and fostering programmes on AI, big data, cybersecurity, and combat simulation will be organised for all cadres and lecturers. Finally, system security, cybersecurity, and information safety will be reinforced, alongside the establishment of strict management mechanisms and appropriate decentralisation of authority to prevent the risk of military data leak.

Regular attention is paid on innovating the methods and contents of inspection and supervision; shifting from primarily inspecting paper documents to monitoring work progress and efficiency; focusing on breakthroughs of training and education programmes, contents, and methods; while using capability-assessment criteria as the benchmark for supervision. Strict reviews and lessons are drawn after each task, especially unexpected, key, and breaking ones, promptly providing solutions to overcome limitations and shortcomings in training and education, actively discovering and replicating examples of good people and good deeds, typically advanced collectives and individuals, and promptly handling violated collectives and individuals.

Deeply realising the assigned functions and tasks, and the strategic guidelines of the Central Party Committee, the CMC, and the Ministry of National Defence on making  breakthroughs in the education and training, the National Defence Academy continues to be united, harmonised, proactive and creative, and remains determined to successfully perform the tasks of training, education, and scientific research, making contribution to the successful implementation of Resolution 290, building a contingent of campaign and strategic-level cadres to meet the requirements of building and safeguarding the Fatherland in the new era of development.
