In response to the requirements of building the Military and defending the Fatherland in the new period, the Signal Corps has adopted various measures for force building according to the “five pillars” motto, laying a foundation for improving its overall quality and combat strength and successfully fulfilling all assigned tasks.

In recent years, thanks to the direct, comprehensive leadership and direction of the Central Military Commission (CMC) and the Ministry of National Defence (MND), the Signal Corps has proactively overcome difficulties and basically achieved its goals of moving straight to modernity.

Notably, the Corps has given advice to the CMC and the MND, and directly, effectively implemented the “Strategy for Military Communications System Development in the 2021 - 2030 period, with a vision to 2045”, creating breakthroughs in force structure and military communications equipment systems. It has closely coordinated with agencies and units across the Vietnam People’s Army (VPA) to ensure timely, accurate, confidential, secure communications for missions and major political events of the country and the VPA.

In the coming period, the tasks of defence consolidation and Fatherland protection will impose very high requirements, while numerous major policies and areas of work of the VPA will be carried out in the process of modernisation. The rapid development of science and technology is creating opportunities and favourable conditions for the VPA in general and the Corps in particular to improve their task performance, while posing information security risks and causing difficulties in ensuring the absolute security and confidentiality of the military communications system, etc.

Therefore, in order to successfully accomplish its assigned tasks, the Corps will continue to perform all areas of work, with a focus on key areas and major tasks. More specifically, it will pay due attention to realising the directives issued by Party General Secretary, State President, CMC Secretary To Lam concerning the VPA, especially the “five pillars” motto, via the following key measures.

First, building a politically strong Corps to ensure that, under any circumstances, all cadres and soldiers remain absolutely loyal to the Party, State, and people. Accordingly, the Party Committee and Command of the Corps will direct agencies and units to continue to renew the content and forms of political and ideological education, legal dissemination and education, and information work towards the application of digital technologies and multimedia, thereby broadly promoting the image of Signal Troops. Doing so will also help strongly inspire the spirit of solidarity, unity, autonomy, self-confidence, self-reliance, self-strengthening, and pride in the Corps' glorious tradition, and foster absolute confidence in the combat power and victory of our VPA and Signal Corps in various forms of warfare.

The Corps will concentrate on building strong party committees and party organisations at all levels in terms of politics, ideology, morality, organisation, and personnel, with comprehensive leadership capacity and high combativeness, to truly serve as the leadership nucleus and consistently maintain their combat orientation and objectives under all conditions and circumstances. Due attention will be paid to thoroughly grasping and seriously executing the 14^th Politburo’s Directive 07-CT/TW, dated 13 July 2026, on “stepping up the study and practice of Ho Chi Minh's thought, morality, methodology, and lifestyle in the new development period”, and the CMC’s Directive 676-CT/QUTW, dated 20 June 2026, on strengthening leadership and direction to promote the cultural values of “Uncle Ho's Soldiers” in the new period, with a view to creating internal strength and an important driving force for building the Signal Corps according to the “five pillars” motto in the new situation.

Second, maintaining strict discipline. For the Signal Corps, discipline is not merely a matter of complying with military regulations and rules; it also encompasses information security discipline and technical process discipline, which are vital to military secrecy and national security. Hence, alongside strictly maintaining routines and regulations for combat readiness, command, headquarters, technical support, and communications support duty at all levels, it is also necessary to tighten discipline in protecting State secrets and military secrets and regard military information security as a combat order. The Corps will regularly and strictly manage its document systems, the organisational layouts of its communications systems, and the technical and tactical features of its equipment systems, strengthen inspection of troops’ observance of regulations on the management and use of smart technology devices and Internet-connected computers in its agencies and units, and strictly handle violations of information security and cybersecurity regulations.

In addition, the Corps will standardise technical operation procedures and foster the development and application of technical standards and regulations on the operation, maintenance, and repair of communications equipment. Every cadre and technician shall strictly comply with technological processes to avoid equipment failures or interruptions to communications. The Corps will closely manage its personnel's ideological developments and social relationships, prevent serious disciplinary violations, traffic safety violations, and social evils, and focus on building “exemplarily, typically” comprehensively strong units and typically pure, strong party organisations.

Third, developing strong technological potential. Technology is one of the foundations and driving forces for the Corps to advance rapidly and straight to modernity. Therefore, the Corps will focus on researching, mastering, and applying the achievements of the 4^th industrial revolution, particularly AI, big data, and cloud computing, in upgrading and developing a modern, integrated, broadband, multi-service, stable, robust, flexible, highly resilient military communications system at all strategic, operational, tactical levels, meeting the requirements of ensuring routine, combat-ready, and emergency communications for command, direction, management, scientific and technological development, innovation, digital transformation, automated command, and weapons control in high-tech warfare. It will continue to lay North - South military communications fibre-optic routes underground, optimise them and ensure their absolute security; it will develop broadband microwave networks and military mobile communications systems to serve military and defence tasks, while mastering technologies for military satellite control and exploitation and preparing for subsequent generations of military satellites. It will step up the deployment of software-defined radios (SDRs) and frequency-hopping radios, as well as personal satellite communications equipment with high-level security and anti-jamming capability. It will invest in building research centres and groups in military communications engineering and technology, combine research with technology transfer, master the application of strategic technologies in telecoms and information technology. It will complete programmes, targets, and projects to improve the research, prototyping, and production of modern military communications materials and equipment.

To that end, the Corps will keep renewing the work of personnel training, planning, and utilisation and developing two educational institutions according to the criteria for smart, modern military schools. In this regard, the Signal Officer College shall become a reputable training and research centre of the VPA and the country, with its training programmes being closely linked to developments in new telecoms technologies. The Corps will promote research to master telecoms technologies and core technologies at its High-Tech Information Technology Engineering Centre and Z755 Electronic Communications Company. It will promulgate special mechanisms and policies to attract, recruit, and utilise top experts, leading engineers, and highly skilled technicians in the military communications field. It will promote international cooperation and send its cadres for advanced specialised training in countries with developed scientific and technological sectors. It will closely coordinate with the Military Industry and Telecoms Group and research institutes to design and manufacture communications equipment, gradually increase the localisation rate, reduce dependence on foreign sources, and ensure autonomy and absolute security for the military communications system.

Fourth, building sound and robust military art. The Corps will continue to step up the review of practical experience, with a focus on researching and developing theories of communications support in wars to defend the Fatherland, formulating communications support projects in strategic operations and new forms of warfare, in line with modern military weapons and equipment and the development trends of high-tech warfare. It will proactively study recent military conflicts to draw lessons on the organisation and deployment of communications forces. On that basis, it will develop theories on organising communications support under attack by enemy high-tech weapons and powerful electronic suppression as well as under large-scale cyberattack. Besides, it will build an extensive and robust communications posture within the postures of all-people national defence and people's security, closely and consistently integrate military communications networks with the national telecoms network to create an interconnected, solid communications posture, and complete the planning of communications systems along each strategic direction and in each key area (border, sea, island, and major urban areas). It will develop diverse communications support plans for different missions and maintain communications forces to promptly deal with incidents and maintain a smooth, robust military communications “lifeline”.

Fifth, ensuring better living conditions for troops. In this regard, the Corps will attach importance to renewing and improving logistics work, particularly providing good living conditions and health care for troops. It will continue to invest in the construction, repair, and upgrading of housing, workplaces, messes, sanitation facilities, and clean-water systems for units, particularly for independent teams stationed in border, sea, island, extremely difficult areas. It will focus on troop health management, care, and protection and fully equip troops performing duties in harsh weather conditions with occupational safety equipment. It will promote on-site crop/animal husbandry and food processing in accordance with the characteristics of each region, so as to ensure and improve the quality of troops' meals.

Furthermore, the Corps will make comprehensive investments in cultural institutions and regularly maintain cultural, artistic, physical training, sport, and twinning activities to create an atmosphere of solidarity and enthusiasm among troops. Its agencies and units will continue to effectively implement policies regarding military families, regularly pay due regard to personnel performing special duties, working in hazardous environments, or stationed far from their families, promptly visit and provide assistance to personnel who are ill or facing difficult circumstances, and actively accompany local authorities in giving support in terms of housing and employment to members of troop families.

Comprehensively realising the above “five pillars” will be an important prerequisite and driving force for the Signal Corps to continue to firmly protect the military communications “lifeline” and contribute to building a revolutionary, regular, elite, modern VPA capable of firmly protecting the socialist Vietnamese Fatherland in all circumstances.
