Building the Army Academy Party pure and exemplarily strong

Building the Army Academy Party into a pure and exemplarily strong organisation constitutes the decisive prerequisite for enabling the Academy to successfully accomplish all assigned tasks, continuously improve the quality of education, training, scientific research, and develop into a smart, modern, standardised, exemplary institution. This is also an important contribution to building a revolutionary, regular, elite, and modern Vietnam People's Army capable of fulfilling the requirements of safeguarding the Fatherland in the new era.

Throughout its 80-year history, under the regular and direct leadership and guidance of the Central Military Commission and the Ministry of National Defence, the Army Academy Party has consistently grasped and strictly implemented the Party's resolutions, directives, conclusions, regulations, and rules on Party building.

The Academy Party has closely integrated Party building and rectification with the promotion of the studying and following of Ho Chi Minh's ideology, ethics, and style, focusing on enhancing the moral integrity, lifestyle, and political steadfastness of cadres and Party members while fostering a strong sense of self-criticism and criticism as well as the spirit of “self-reflection and self-correction”. Party committees and Party organisations at all levels have been regularly consolidated and strengthened, performing their functions and duties effectively and strictly observing the principle of democratic centralism. Particular importance has been attached to the management, education, and cultivation of Party members, while cadre planning, training, professional development, appointment, and employment have been carried out in strict compliance with established procedures and principles. Inspection and supervision have been conducted in a comprehensive, systematic, and effective manner.

Every year, all Party committees, Party organisations, and Party members successfully accomplish their assigned tasks, with over 90 per cent rated as having performed well or excellently. All Party committee members fulfil their responsibilities well or better, while all cadres accomplish their assigned tasks, of whom more than 90 per cent are assessed as having performed well or excellently. For many consecutive years, the Academy's Party has been recognised as comprehensively pure and exemplarily strong, possessing high leadership capacity and combativeness, effectively fulfilling its role as the political nucleus in leading the Academy to achieve outstanding results in education, training, and scientific research. As a result, the Academy has firmly established itself as a distinguished institution for cultivating virtue and fostering talent among combined-arms tactical and operational command and staff officers of the Vietnam People's Army.

To uphold its proud tradition and build itself into a pure and exemplarily strong organisation in the new era, the Army Academy Party has decided to focus on the following key tasks and measures.

Building the Academy Party strong in politics, ideology, and ethics. This is regarded as the fundamental solution and the decisive prerequisite for enabling it to lead the Academy successfully accomplish all assigned tasks. Accordingly, based on the Fourth Plenary Resolutions of the 12th and 13th Party Central Committees on Party building and rectification and the strengthening of the political system; Resolution No. 21-NQ/TW, dated 16 June 2022, of the 13th Party Central Committee on strengthening grassroots Party organisations and improving the quality of Party members in the new period; the Resolution of the 14th National Party Congress; the Resolution of the 12th Military Party Congress; together with the Party's regulations on revolutionary ethical standards and the exemplary responsibilities of cadres and Party members, the Academy's Party Committee and its junior Party committees have translated these guidelines into their own resolutions and directives with clearly defined, practical objectives and targets. In implementation, priority is given to improving the effectiveness of political education while intensifying education in Marxism - Leninism, Ho Chi Minh Thought, the Party's goals and ideals, as well as the Party's viewpoints on partners and adversaries. At the same time, ideological work is carried out in a comprehensive and effective manner, with resolute efforts to prevent manifestations of “self-evolution” and “self-transformation” within the Party. Greater emphasis is also placed on ideological and theoretical struggle by proactively refuting erroneous and hostile viewpoints in cyberspace through in-depth articles characterised by rigorous scientific arguments, strong persuasive power, and clear ideological orientation. Concurrently, leaders and commanders at all levels are required to maintain close engagement with subordinate units, remain fully informed of developments at the grassroots level, listen attentively to the aspirations and concerns of cadres and Party members, and promptly address emerging issues. Equal importance is attached to combining “building” with “combating”, and persuasion and education with administrative and disciplinary measures, with the objective of ensuring that all cadres and Party members possess firm political steadfastness, strong determination to overcome difficulties, unwavering faith in the Party's ideals, absolute loyalty to the Party, the Fatherland, and the People, and a high level of revolutionary vigilance against the schemes and sabotage of hostile and reactionary forces.

With regard to cultivating revolutionary ethics, Party committees, Party organisations at all levels, and every cadre and Party member consistently study and faithfully follow Ho Chi Minh's ideology, ethics, and style, particularly his teaching that: “A revolutionary must possess moral virtue; without it, no matter how talented one may be, he cannot lead the People”. This is closely aligned with the standards, objectives, and requirements for training tactical and operational-level officers for the Vietnam People's Army. To this end, the Academy's Party Committee has focused on reviewing, supplementing, and refining the system of ethical values and standards applicable to cadres and Party members, while resolutely implementing them as the benchmark for personal integrity and professional conduct. Party committees of agencies, faculties, and cadet management units have also been directed to ensure that all cadres and Party members sign written commitments to strictly implement the Party's resolutions, directives, regulations, and conclusions. At the same time, greater efforts are devoted to strengthening revolutionary ethics education in conjunction with fostering an upright, modest, honest, and compassionate way of life. Particular importance is attached to promoting the exemplary role of cadres, especially leading officials at all levels, through the spirit of “self-reflection” and “self-correction”. On that basis, determined efforts are made to prevent and combat individualism, opportunism, pragmatism, indifference, the pursuit of achievements for their own sake, and formalism, while resolutely eliminating all manifestations of moral degradation and unhealthy lifestyles within the Academy Party. These efforts contribute to building the Party of the Army Academy into one that is genuinely clean, strong, and exemplary in both ethics and lifestyle.

Building the Academy Party strong in organisational while improving the quality of its cadres and Party members is a strategic, long-term priority for continuously enhancing the leadership capacity and combativeness of Party committees and Party organisations at all levels. Accordingly, the Academy's Party Committee regularly consolidates Party committees and Party organisations to ensure both adequate staffing and high quality, with particular attention given to newly established and restructured agencies and units so as to ensure consistency, coherence, and organisational effectiveness. Priority is also attached to improving the competence, leadership skills, working methods, professional conduct, and practical experience of Party secretaries and Party committee members at all levels, particularly their ability to translate the Party's resolutions into concrete and effective action. Party committees and Party cells strictly maintain the Party's organisational routines and meeting regime, faithfully observe the principle of democratic centralism, uphold collective leadership in conjunction with individual responsibility, and foster a culture of self-criticism and criticism among cadres and Party members. Working regulations and leadership mechanisms are regularly reviewed, supplemented, and refined to ensure consistency, rigour, and strict adherence to Party principles. Through these measures, the leadership capacity and combativeness of Party organisations continue to be strengthened, enabling them to lead the successful accomplishment of all assigned tasks.

A training on new equipment

With regard to cadre work, the Academy continues to accelerate reforms in education and professional development in close conjunction with cadre planning, appointment, and utilisation, particularly for commanders and managers serving in functional agencies, academic faculties, and cadet management units. This approach aims to ensure continuity and sustainable development across generations of cadres while meeting both immediate and long-term requirements. Equal importance is attached to strengthening cadre management and professional development alongside objective and rigorous performance assessment in strict accordance with the Party's regulations governing cadre work. At the same time, the Academy proactively recommends that higher authorities assign cadres and lecturers to undertake rotational assignments and practical service in operational units, including leadership, command, management, and staff positions, thereby enriching their practical experience and professional competence. The Academy also closely integrates the development of its academic staff with that of managerial personnel and leading experts and scientists across various disciplines in order to meet the requirements for standardisation and for further improving the quality of education, training, and scientific research. Particular emphasis is placed on fostering the pioneering spirit, exemplary conduct, commitment to lifelong learning, innovation, initiative, and accountability among cadres and lecturers. At the same time, continued efforts are made to increase the proportion of cadres and lecturers holding postgraduate qualifications and to expand the number of professors and associate professors, thereby providing increasingly strong support for the Academy's missions of education, training, scientific research, and the development of a smart, modern, standardised, and exemplary military academy in the new situation.

Renewing leadership style and fostering scientific working methods is both an inevitable requirement and a continuous undertaking for improving the leadership effectiveness of Party committees, Party organisations, and the contingent of cadres and Party members at all levels. Guided by the requirement to “fundamentally renew the leadership style, working methods, and working practices of Party leadership bodies from the central level to the grassroots”, the Academy's Party Committee attaches great importance to renewing its leadership methods in a manner that combines flexibility with strict adherence to Party principles. Leadership is exercised with a clear focus on key priorities, characterised by close direction, synchronised implementation, determination, effectiveness, and consistency between words and deeds. The Academy also vigorously promotes the application of information technology and digital transformation, developing scientific, transparent, and efficient management systems to support leadership and direction. At the same time, it encourages cadres and Party members, especially those in leading positions, to demonstrate initiative, creativity, innovation, courage in thinking and acting, and a strong sense of responsibility in the performance of their duties. Particular attention is devoted to ensuring harmonious and effective working relationships, especially those between Party secretaries and commanders, principal and deputy leaders, superior and subordinate levels, and collective leadership and individual responsibility, as well as between policy formulation and implementation, all in strict accordance with the Party's organisational principles and regulations governing Party activities. In parallel with these efforts, sustained attention is paid to cultivating scientific, disciplined, and principle-based working methods, enabling cadres and Party members to perform their duties more promptly and effectively while overcoming passive and unscientific working practices that may result in delays or failure to accomplish assigned tasks on schedule. Through these concerted measures, the Academy seeks to foster a high degree of unity in both will and action, further strengthening its internal solidarity and cohesion.

Alongside the above measures, the Academy's Party Committee will continue to attach due importance to security protection, mass mobilisation, twinning activities, and further enhancing the effectiveness and efficiency of inspection and supervision in accordance with the guiding principle that “supervision must be broad, while inspection should be focused and targeted”. Priority will be given to inspecting and supervising the leadership and implementation of political tasks, while progress in Party building and rectification, the studying and following of Ho Chi Minh's ideology, ethics, and style, and the voluntary observance of the Party Charter and the Party's regulations by Party organisations and Party members will serve as key benchmarks for evaluation. Through early detection and prevention of violations within Party organisations and among Party members, these efforts will further contribute to building the Academy's Party into a exemplarily pure and strong organisation, while advancing the development of the Academy into a smart, modern, standardised, and exemplary institution, worthy of its enduring standing as one of the leading institutions for military education, training, and scientific research of the country and the Military.
