In 2026, Brigade 172 of Naval Region 3 was selected by the Navy Party Committee and High Command to build model units on “Enhancing the efficiency of administrative reform and digital transformation (AR&DT) in the party and political work”. Fully understanding the assigned honour and responsibility, the Brigade Party Committee and Command have focused on thoroughly grasping, drastically, synchronously, and effectively implementing this important task
As a part of the overall policy on breakthrough development in science, technology, innovation, and AR&DT, from the beginning, the Brigade Party Committee and Command have defined the task of “Enhancing the efficiency of AR&DT in the party and political work” as both an honour and a responsibility, as well as an opportunity and condition to promote resources and improve the quality and efficiency of the Brigade’s party and political activities.
With utmost effort, the Brigade Party Committee and Command, together with their junior levels, have thoroughly grasped the task requirements, made specialised resolutions on building model unit, defined proper leadership guidelines and measures, clearly identified key tasks and breakthrough areas, and mobilised all resources to effectively carry out such important task.

The Brigade has established a Steering Committee for AR&DT, built regulations and maintained effective activities, which contributes to enhancing the capabilities of leadership, management, command, and operation of the unit in general, and the party and political work in particular; focused on education work so that all cadres and soldiers could clearly understand the purposes, significance, and responsibilities, creating the high consensus, solidarity, and unity, thereby promoting the overall strength of organisations and forces in performing their assigned tasks.
To gain the unanimous and effective implementation, offices and units have proactively built plans, clearly defined the criteria for building model units, provided close guidance, and assigned specific responsibilities to each individual in charge and executing force. All AR&DT contents are integrated into the monthly, quarterly, semi-annual, and annual Party and political work programmes and plans of their offices and units. During the implementation process, the Brigade has regularly drawn lessons through party and political work briefings to promptly overcome any difficulties and limitations, aiming for more effective execution.
Regarding the administrative reform in the party and political work, the Brigade Party Committee and Command have identified this as the “key” to enhance the leadership capacity and combat readiness of party organisations at all levels, helping them to modernise their working methods and successfully fulfill their political tasks. To carry out this important task, the Brigade Party Committee and Command have focused on grasping and implementing Plan No. 21328/KH-HQ, dated 20 December 2022, by the Vietnam People’s Navy on the review and simplification of internal administrative procedures under the Navy's management; directed offices and units to proactively build, issue, and effectively implement plans on inspecting and reviewing legal documents related to the party and political work.
Based on the effective exploitation and utilisation of available data from national and specialised databases, and the accurate assessment on the impact of administrative procedures in the party and political work, the Brigade has focused on streamlining the procedures; eliminating any unsuitable components; integrating and significantly reducing forms, declarations, and other documents with duplicated information. Currently, it has basically interconnected and utilised the shared information across offices within the political department including the list of officers, list of the party members, the military personnel records, etc.
Closely following the plan for promoting online public services in 2026 of the Service, the Brigade has concretised and flexibly applied online public services in carrying out the party and political work in high quality. All legal and administrative documents on the party and political work are drafted in accordance with Circular No. 68/2023/TT-BQP dated 25 September 2023, by the Ministry of National Defence on promulgating the Regulations on clerical work in the Ministry of National Defence; Regulation No. 2110-QĐ/QUTW, dated 4 July 2023, by the Central Military Commission on the authority to issue documents and clerical work in the Military Party; and the implementation guidelines of the Navy and the Naval Region Command.
Digital transformation is a comprehensive and total change for individuals and organisations in the way of living, working, and methods of production based on the digital technologies. To make positive changes and improve the quality, effectiveness, and efficiency of party and political work, the Brigade has focused on thoroughly grasping and strictly implementing documents issued by the seniors on the development and application of science, technology, innovation, and digital transformation, focusing on Resolution No. 57-NQ/TW, dated 22 December 2024 by the Politburo (13th tenure) on breakthrough development in science, technology, innovation, and the national digital transformation; Resolution No. 3488-NQ/QUTW, dated 29 January 2025, by the Central Military Commission on developing science, technology, innovation, and digital transformation in the Army; Resolution No. 45-NQ/ĐU, dated 18 July 2025, by the Naval Region Party Committee and Resolution No. 71-NQ/ĐU, dated 26 September 2025, by the Brigade Party Committee on developing science, technology, innovation, and digital transformation, etc. It has focused on innovating the methods of leadership, direction, and management of party and political work in the digital environment to ensure the effectiveness; effectively implemented the restructuring, innovating the operational, management, and business models from “traditional” to data-based digital space. Offices and units have applied the digital technology more and more effectively; enhanced the connection, integration, information and data sharing; actively and effectively supported the advisory and proposing work, as well as the leadership, direction, and executive management.

The brigade has focused on building working methods and styles in the motto of “Online, timely, and effective” for the contingent of cadres at all levels, especially political cadres, who could work efficiently in the digital environment, quickly grasp and orient the working content; focused on training digital skills, adopting a professional approach to seek information and data in the digital environment, combined with the data confidentiality and a high awareness of cybersecurity; regularly launched learning movements on digital platforms, “Digital skills public education”, “digital learning” movements, and popularised and improved knowledge on science, technology, innovation, and digital transformation for all cadres.
Along with providing enough facilities, infrastructure, and information technology to meet task requirements, the Brigade has actively reformed the process of receiving, issuing, processing, and digitally signing documents via digital platforms in a strict, scientific, modern, and professional manner. Offices and units have strictly reviewed and cleaned the digitised databases for effective use in the party and political work; gradually connected and integrated them with the information systems and databases inside and outside the units.
The Brigade has coordinated with higher-level authorities, relevant agencies and units to deploy digital applications and databases serving the advisory, summary, statistical, and Party-building tasks, focusing on developing and implementing sectoral databases, effectively utilising the softwares for managing the military personnel records and resumes, as well as political education, etc. Currently, it has equipped its command, clerical staff, agencies, and naval squadron units with computers connected to the military network, installed with a document management and operational software so that 100% of unclassified documents are processed on the military network. Many digital technology application models have been effectively deployed by the Brigade including “Digital Lighthouse - Applying technology in practising and popularising group dances”, “Using AI in propagating the Party's history and grasping, implementing the Resolution of the 14th National Party Congress”, “Promoting Uncle Ho’s teaching by using infographics integrated with QR codes”, and initiatives such as “Applying AI in psychological and legal counseling for military personnel”, and “Digital media station - building a cultural environment”, etc.
It has also paid attention to ensuring the information security and cybersecurity. All offices and units have strictly maintained the inspection, firmly grasped the quantity, quality and details of information technology equipment and its manager. 100% of military computers and Internet-connected computers have been so far labeled with stamps. The installation of TA-21 and MiAV software has been completed for subordinate agencies and units, all network-connected devices for the military data transmission network have been identified on the four-level FMS system, and security software has been installed on all mobile storage devices.
After six months of piloting the model on “Enhancing the efficiency of AR&DT in the party and political work”, the awareness and responsibility of cadres and soldiers in performing their duties have been significantly improved. The contingent of cadres, political ones in particular, has gradually built up their scientific and effective working methods, styles, and disciplines in the digital environment; efficiently received, processed, and executed the party and political work. The quality of compiling and issuing documents has been progressively enhanced; the procedures and authority for handling documents, processing information, and implementing tasks have been shortened with clear efficiency, ensuring the safety and secret prevention.
In order to promote the gained results and overcome limitations and shortcomings in building models on “Enhancing the efficiency of AR&DT in the party and political work, in the forthcoming time, the Brigade continues to thoroughly grasp and effectively implement the resolutions, directives, regulations, plans, and guidelines by the seniors on AR&DT; and focus on accelerating the implementation of Plan No. 110/KH-LĐ, dated 27 January 2026, by the Brigade on building model units to improve the efficiency of AR&DT in the party and political work, striving to fulfill all set targets; continually review and propose the elimination of overlapping procedures that hinder the execution of tasks; ensuring the absolute information security and cybersecurity. Meanwhile, it regularly makes preliminary and final reviews to draw lessons, aiming to continue their leading and directing the administrative reform tasks of the party and political work, making them become systematic, in-depth, and effective, which contributes to building a politically strong Brigade, serving as a foundation to improve the overall quality and combat power, excellently fulfilling all assigned tasks, and gaining the highest achievements to celebrate the 60th anniversary of the Traditional Day of the Heroic Brigade 172 (09/7/1966 - 09/7/2026).
