After a year of establishment, the Border Guard Commands under the Ho Chi Minh City Command, and other provincial military commands have gradually come into stable and effective operation. This is a crucial foundation for the Border Guard High Command to draw experience, coordinatively lead, direct, and further improve the quality and operational efficiency of these forces in accordance with their assigned functions and duties.
On grasping and implementing Conclusion No. 159-KL/TW, dated 29 May 2025 by the Politburo, the Secretariat (13th tenure) on the Project of continuously rearranging the “elite, compact, strong” local armed forces; Resolution No. 866-NQ/QUTW, dated 14 June 2025 by the Central Military Commission (CMC) and Plan No. 3433/KH-BQP, dated 14 June 2025 by the Ministry of National Defence on rearranging the “elite, compact, strong” local armed forces, meeting the task requirements in the new situation; on 21 June 2025, the Border Guard Party Committee and High Command announced the decision to dissolve the provincial and municipal Border Guard Commands, and establish the Border Guard Commands under the Ho Chi Minh City Command and the provincial and municipal military commands.

After the establishment, the provincial and municipal Border Guard commands have strengthened their organisations and staff; adjusted and completed the document system; reviewed, amended, complemented and issued the working regulations and regulations on leading key areas of work. Together, they have continued to build the comprehensively strong units, the pure and strong party organisations; focused their leadership and direction on successfully accomplishing the political tasks; increased the methods of managing and protecting the national borders; proactively held the situation and cooperatively conducted all plans on preventing crimes infringing upon national security, social order and safety; strictly implemented the procedures of border gate management and immigration control; actively carried out the defence, border guard, and people-to-people diplomacy, building the border of peace, friendship, stability, cooperation, and development.
The provincial and municipal Border Guards have proactively coordinated with other forces to advise, consolidate, strengthen and improve the working efficiency of the grassroots political system, bring into play the role of Border officers taking part in the local party committees or being assigned to border communes; attended all movements, programmes, projects, and models on helping the people develop socio-economy, combined with reinforcing and strengthening the defence, security and foreign affairs in border areas; regularly coordinated with the local party committees, governments, and related forces to build the solid and interconnected defence and civil defence zones, build the all-people border guard, the all-people border guard posture within the all-people national defence, and the all-people national defence posture combined with the people's security, and the solid “people's hearts and minds posture” in borders, seas and islands.
The achieved results have affirmed that the establishment of Border Guard commands under the provincial and municipal military commands is a correct policy, contributing to building the elite, compact and strong Army. Under the leadership of the party committees, and to bring into play the role of all-level cadres, the Border Guard has well accomplished its assigned functions and duties. However, the implementation process of activities by the provincial and municipal Border Guard Commands has still encountered several difficulties i.e. the mechanism of command, direction, management, coordination, and cooperation still remained overlapped, nonsynchronous, and inconsistent, raised some unnecessary intermediaries, leading to delayed processes and untimely resolutions; the execution of functions and tasks by grassroots party committees of the Border Guard Command in the work coordination and administrative procedures has remained stagnated, etc.

Besides, the duties of building the Army and safeguarding the Fatherland have set newer and higher requirements. The situation of breaching border and maritime agreements has escalated, while various types of criminal activities have grown increasingly sophisticated and hard to be identified; hostile and reactionary forces have fully taken advantage of issues related to borders, islands, ethnicity, religion, democracy, and human rights, etc. to divide the great national unity and sabotage the revolution of our country. This requires the Party Committee and High Command, all-level party committees and commands to enhance their leadership and direction over all working fields, focusing on improving the quality and efficiency of the provincial and municipal border commands in well implementing their functions and tasks with several synchronous key policies and solutions as follows:
Firstly, enhancing the political-ideological education, effectively grasping and implementing resolutions, regulations, and conclusions of the Party, State, CMC, Ministry of National Defence and the Border Guard Party Committee and Command on implementing the policy of arranging the “elite, compact, strong” local armed forces, meeting the task requirements in the new situation, focusing on Decision No. 946/QĐ-BQP, dated 03 March 2026; Circular No. 19/2026/TT-BQP, dated 10 March 2026 by the Ministry of National Defence; Resolution No. 1364-NQ/ĐU, dated 04 June 2025 by the Border Guard Party Committee; Plan No. 2925/KH-BĐBP, dated 04 June 2025, and Plan No. 3324/KH-BĐBP, dated 21 June 2025 by the Border Guard High Command on implementing the model of organising the Border Guard commands under the provincial military commands. It is necessary to promote the education and grasping of task so that all cadres and soldiers are fully aware and mentally aligned, maintaining the solidarity and internal unity within offices and units, promoting their responsibility, being ready to undertake and well complete all assigned tasks; absolutely preventing any passivity, surprise, and ideological mutations.
Secondly, closely following the practical activities, properly performing the functions and tasks of each office and unit. The Party Committees and Commands of provincial and municipal Border Guard need to frequently research and hold the situation, correctly evaluate the activities, especially the difficulties, consolidate the content and leadership, direction measures within the Party committees and the commands according to their authority, and promptly report to and propose to seniors for handling as regulated; proactively report, advise, propose and closely follow the leadership, direction, and support from the provincial party committees, agencies, services and departments, effectively implementing the leadership mechanism of the Party, State, CMC, Ministry of National Defence, timely resolve any difficulties or obstacles related to the meeting regulation according to Regulation No. 332-QĐ/TW, dated 24 June 2025 by the Politburo (13th tenure) on party organisations in the Vietnam People’s Army, and dealing with administrative procedures for party work; seriously implement the leadership, direction and command mechanism of the party committees and commands in military regions and the Ho Chi Minh City Command on performing military and defence, and of the Border Guard Party Committee and Command on doing their border work and building the forces.

Thirdly, strengthening the leadership and direction, synchronously applying measures of managing and protecting national borders, firmly grasping both internal and external situation. It is to proactively review, build and submit to the seniors for approval the systems of combat documents and plans on managing and protecting national borders; organise the management and protection of national defence works, combat works, border works, and border gates; take part in building the strong defence and civil defence zones; preside and coordinate with other forces to register and manage the quantity and quality of staff, boats and civil vehicles participating in protecting borders, seas and islands; organise training, drilling, contests and competitions to improve the combat capacity and combat readiness; take part in training the self-defence and militia, and organise the concurrent air-defence forces; advise to effectively organise the movement of the entire people participating in protecting territorial sovereignty and national border security in the new situation, according to Directive No. 01/CT-TTg dated 09 January 2015 by the Prime Minister.
It is necessary to frequently patrol and strictly control the borders and seas, timely detect and coordinate with other forces to effectively resolve incidents and occurrences in accordance with the law and signed border legal documents; proactively prevent and struggle against the plots and subversive activities of hostile and reactionary forces, crimes, and law violations; firmly maintain political security, social order, and safety in border areas and at border gates; strictly maintain border inspection and supervision procedures; effectively implement the administrative reforms associated with digital transformation, and apply science and technology in border gate management and immigration control; enhance the international integration, defence and border diplomacy, and people-to-people diplomacy, building a border of peace, stability, friendship, cooperation, and development.
Fourthly, actively taking part in reinforcing and building a strong grassroots political system. It is a must to effectively implement the tasks and solutions of the national border protection Strategy; strictly implement the regulations and conclusions of the Politburo and the Secretariat on additionally appointing Border Guard officers as members of Party committees in borders and islands; assign Border Guard officers to participate in party cell activities in villages and take charge of households in border areas; continue to maintain and effectively promote movements, models, and programmes that assist the people in socio-economic development; build a solid all-people border and an all-people border posture within the all-people national defence and the all-people national defence posture, combined with the people's security posture and the “people's hearts and minds posture” in border, sea, and island areas.
Fifthly, enhancing the party and political work, building pure and strong party committees and organisations, and develop comprehensively strong, “exemplary and typical” units; manage and strictly maintain the law and discipline; take care of and improve both material and spiritual lives to ensure that officers and soldiers are all dedicated to the border and the cause of managing and protecting the national borders; promote the breakthrough in developing science, technology, innovation, and digital transformation, contributing to building a revolutionary, regular, highly-skilled, and modernised Border Guard, meeting the task requirements, firmly protecting the national territorial sovereignty and border security in the new situation.
