Quang Tri armed forces implement policies regarding welfare of military families

As a coastal province in the North Centre with patriotic, resilient and brave tradition, in the resistance wars against foreign invaders for national protection, Quang Tri had tens of thousands of its citizen participating in wars, dedicating part of their body to liberate and unify the country. For this reason, the number of people who have rendered meritorious service to the revolution and enjoyed preferential policies in the province is huge, accounting for over 25% of its population and being the highest one among provinces in the country. However, the province is still a poor one with heavy war consequences. The cadres in charge of policy work at grassroots are subject to changes in their posts. Moreover, they have to take on various tasks at a time while their experience is insufficient and their expertise is unequal. This has badly affected the implementation of the policies regarding welfare of military families of the provincial armed forces.

In order to successfully carry out this important work, first, the Provincial Military Committee and Command have led and directed their organs and units to promote communication and education to raise the awareness and responsibility of its officers and soldiers for the policy for the people who have rendered meritorious service to the revolution. In order to uphold the role and responsibility of cadres and soldiers during their task performance, units have focused on propagandizing about the Party’s viewpoints and guidelines and the State’s policies for the people who have rendered meritorious service to the revolution. Emphases have been placed on the Directive No. 14-CT/TW of the Secretariat on strengthening the Party’s leadership over the policy work for the people who have rendered meritorious service to the revolution; the Directive No. 368-CT/QUTW of the Standing Office of the Military Central Commission on strengthening the leadership, direction over policy work for welfare of military families for the 2016 – 2020 period, and the circulars, instructions of the Ministry of National Defence, the documents of the High Command, the Political Department of the Military Region 4. The Party Provincial Military Party Committee and Command have led and directed the establishment of the Steering Committees at all levels and the policy councils at commune-level to implement the policy work in accordance with regulations; opportunely answer the queries about policy regimes for cadres, soldiers, people and policy beneficiaries to make them clear about the Party and the State's policies regarding welfare of military families. At the same time, they have proposed to the Provincial Party Committee, People’s Council and People’s Committee a number of documents, directives, and plans to implement the policy regarding welfare of military families; coordinated with other departments, sectors, branches and localities to promote communication and education for people of all strata on the policies regarding welfare of military families, war invalids, martyrs, and the “Paying debt of gratitude” movement, and consider this not only their responsibility but also their conscience, gratefulness to the sacrifice of the past generations. Thereby, people in the province have shown their high consensus for the work, and organs, sectors, branches, localities and armed forces of the province have promoted their responsibilities and proactively implemented the policies regarding welfare of military families.

Thoroughly implement the regimes and policies for the people who have rendered meritorious service to the revolution. To make it effective, the Provincial Military Command has recommended and proposed to the Chairman of the Provincial People’s Committee on the establishment of the Steering Committee on settling the regimes and policies for the people who have rendered meritorious service to the revolution in accordance with the decision of the Prime Minister (The Steering Committee 24); the establishment of the Steering Committee for the search and repatriation of martyrs’ remaining (the Steering Committee 515). The party committees and commandants at all levels build their own programs, plans which define the goals and measures of implementation which are relevant to the features and missions of the units and localities. Annually, the Provincial Military Command directs its junior military commands to coordinate closely with party committees, authorities and mass unions to build synchronous action plans for the implementation of regimes and policies in a transparent, opportune, and sufficient manner. In addition, they are also required to review and opportunely have settlement of the remaining cases, and strengthen inspection and supervision over the implementation of the policies to ensure that they are conducted in a serious and righteous manner.

Accelerate the search and repatriation of the martyrs’ remaining. This is a sacred political mission, the enthusiasm and responsibility of cadres and troops. In the resistance war against the U.S imperialists for  national salvation, Quang Tri was both the rear and a front, one of the fiercest battlefields where saw the most suffering and sacrifice of our people and troops. Therefore, the Provincial Military Committee and Command have led and directed its junior organs and units to build and implement plans for searching and repatriating the remaining of martyrs in localities both at home and abroad, particularly in focal ones. The Provincial Military Command has actively advised to the Chairman of the Provincial People’s Committee to consolidate the Steering Committee 515 in case of changes in personnel. At the same time, it has coordinated with local party committees, authorities and mass unions to encourage people to provide information about martyrs and their sites of burial so that the martyrs’ remaining can be solemnly reburied in the martyrs’ cemeteries. In addition, they have received, buried and repatriated the martyrs’ remaining both at home and abroad in accordance with regulations and traditional customs which was highly appreciated by local people. Besides, the Provincial Military Command has also strengthened its coordination to collect information for the decoding of wartime units; actively responded to and warmly received the relatives of martyrs when they come to search the information of martyrs and the delegations all across the country coming to visit their once battlefield.

Implementing the policies regarding welfare of military families, strengthening “repaying” activities. The Provincial Military Committee and Command have led and directed its junior organs and units to thoroughly implemented the regimes and policies for the people who have rendered meritorious service to the revolution and national contributors in a democratic, transparent and equal manner and make the best conditions for the beneficiaries can enjoy their benefit sufficiently and opportunely; priorities are given to the ones of extremely miserable conditions. Seriously, sufficiently and opportunely implementing existing regimes, policies, especially payroll, subsidy, as well as those stipulated in the Decree No. 21/2009/NĐ-CP and the Decree No. 116/2010/NĐ-CP of the Prime Minister. For the repaying activities, the Provincial Military Command has actively mobilise all potential and the support of the Ministry of National Defence and the Military Region 4, as well as organs and units military-wide, businesses, and donators to build nearly 100 Houses of gratitude worth at nearly VND 6 billion for needy beneficiaries. At the same time, another 90 million in its budget has been spent on surveying, supervising, and inspecting the construction and holding granting ceremonies of the houses. In addition, it has also regularly paid visit and presented gifts for policy beneficiaries on special occasions and holidays; provided lifetime nursing care for 15 Vietnamese Heroic Mothers; coordinated with local party committees and authorities to bring into play the synergy and mobilise all resources from the people for the repaying movements, contributing to improving the standard of living for the beneficiaries; opportunely had measures for overcoming the inadequacies in the policy work regarding welfare of military families.

All in all, Quang Tri armed forces have always sided with all levels and sectors in supporting and assisting the policy beneficiaries to ease their pain and difficulties in life so that they can continue to promote the tradition of “Uncle Ho’s soldier”, of the locality and of their family to contribute to the implementation of policies regarding welfare of military families and building the province increasingly strong and prosperous.
